The White House says in a press release from Whitehouse.gov “while rural communities face challenges, they also present economic potential.” “strong rural communities are key to a stronger America!” We are working across government to strengthen rural communities and promote economic growth.”
Rural America makes significant contributions to the security, prosperity, and economic strength of our country, said Agriculture Secretary Czar Tom Vilsack!
Together with the rest of the Obama Administration, USDA has worked to support families and businesses in rural communities so that their success will pay dividends for all Americans.

Summary of the White Houses Executive Order 13575

1) Will coordinate programs across governemnt to encourage public private partnerships to promote further economic prosperity and quality of life in rural communities nationwide!
2) We will be responsible for providing reccommendations for investment in rural areas.
3) Will coordinate Federal engagement with a variety of rural stakeholders, including agricultural organizations, small business, and state, local and tribal governments.
4) We will focus on job creation and economic development to rural areas.
5) Promote innovation, expand digital and physical networks, while celebrating opportunity through Americas natural resources.
6) Will discuss key factors for growth; Jobs, agriculture, Access to credit,Innovation, Networks, Healthcare, Education, Broadbands, Infrastructure, Ecosystems Markets
7) Modernize infrastructure by providing broadband access to 10 million Americans.
8) This plan will help ensure that Americas rural communities are repopulating, self sustaining and thriving economically.

NOW! The other news! While this above all sounds warm and fuzzy this is yet another Agenda 21 back door policy to surrender your sovereignty! Obama and his administration are purposefully destroying our country. Think about it? Why an Executive Order of this magnitude? Because he and his minions know they would not get the votes needed to pass something this huge and catastrophic through the House or Senate. That’s why!
This Executive Order recently established is in cohoots with 25 other executive branch departments including, Defense, Dept of Treasury, Secretay of Agriculture, House of Intergovernmental affairs, Justice, Homeland Security, National Drug Control, Environmental Quality, Labor, Commerce Interior, EPA, Housing, Health and Education to name only a few. Why so many and why are they so eager to get involved, all of a sudden with little to no notice and absolutely no news coverage? Because it is BIG, that’s why!
This extremely aggressive EO (Executive Order) affects approximately 16% of the American population who live in rural counties because they supply our food, fiber, and energy, safegaurd our natural resources, and are essential in the development of science and innovation. These steps that Obama is taking with this EO are making sure that the 40 chapters within Agenda 21 are fulfilled. ICLEI, a NGO (Non Governmental Organization) now has a partner to pursue and deliver a far reaching, dIabolical plan on rural America.

Please allow me to summarize the story that does not dot the White House official site or the local newspapers:
1) Federal Control of Rural American Resources (food, Health, Energy, Education/School, property, Water and lives.
2) Increased Federal regulation through Executive Order (Legislation from the Oval Office)
3) More regulation of food production.
4) More regulation of Land use.
5) An accleration and implementation of Agenda 21 in Rural America.
6) Implementation of Elements of Cap and Trade.
7) Observe and pay attention that in this bill there is no definition of what “rural America” is. This leads to further loss of land because of a lack of a definitive rural boundary.
8) More State/County Control over your City/County/town due to the bottomless Grant Money Distribution System. The Federal Government can and does cause our local officials to get stars in their eyes when the Fed dangles that dollar bill in front of them.
9) There will be less local participation and “say so” over projects because of Regionalization.
10) More Federal Jobs funded at taxpayer expense. We know how this has worked out over the last few years. We cannot continue to bail ourseves out with taxpayer money, it doesn’t work!
11) “Your Personal Rights and Property Rights” your voice cannot be heard. You can not “un-elect “ the appointed White House Rural Council members. Your elected State Representatives are of no help to you because this is legislation through Committee regulation (this is a side affect of all that federal grant money dazzling our leaders) The Federal Government has discovered how to get around the people and push Agenda 21 down your throats in a methodical manner.

What does this mean to you?
1) In the eyes of government this is sustainable.
2) This represents the first step into the heart of America, our heartland.
3) Further limit use of your land and water.
4) Your taxpayer money via grant money will fund this.
5) Gives control of our local planning commissions over to the feds.
6) Supplements our local governments budgets with your tax dollars.
7) Janet Napolitano is on this council, that’s scary enough!
8) We are broke and yet we continue to spend, the Green Agenda is breaking us.
9) Department of Homeland Security is not accountable to you, answers directly to the President for more funding and control.
10) Right now you control your resources, get used to someone else telling you what to do.
11) Control the food and you control the population, that’s you!
12) Will increase use of energy efficiency through regulations.
13) DHS will have unheard amounts of power over your property and rights, because no department tells DHS what to do, only Obama.
14) This will put our food supply system in control of the government.
15) A knock on your door will be a knock for the “government to help you” money dangled in your face To implement this program. If you see your neighbor taking, it why cant I?
16) Default on these loans equals loss of your property and regulations enforced on you can make you default faster. Which is what they want.
17) You are footing the bill every time our government offers you a dollar and you accept, putting your childrens future at risk.
18) Why an appointed committee? Because they will promote representatives down at the local level setting up other committees bypassing the opportunity to address grievances against your government.

People of this County wake up to this deliberate attempt to derail our Country, our County, our City, our people and our economy! While you sleep this President and his Regime of Socialist are destroying our way of life, giving our Mayors and Councilmen, and Commissioners the “Green light” to dismantle our country and we are largely uninformed, trusting and disinterested to ever think the Federal, State or Local leaders would ever do anything to harm us. Our Leaders see and react to only one thing when they implement programs like this locally…….the money, it above all guides their decisions. I see it every day, when they go to cast a vote, propose a tax or project they simply vote as many are unaware of even what they are voting for or why they are proposing a tax, try it sometime, just before a vote, raise your hand, send an email or ask why they are voting for this, what it is about and how much it will cost the taxpayers?

What can you do?
1) Notify everyone you can think of, spread the word. Emails, phone calls, blogs!
2) Contact your local cattlemens associations, AG centers, Farmers Co-op, Dairy associations, farmers of all products, local Sherrif, mayors city and County councils, the papers, blogs, local and state government, local Agenda 21 groups, tribes and Indian Associations, Tea Parties, Governors, Senators, potential candidates, churches, healthcare providers, grocery owners, horse owners, fishermen, off road and 4 wheelers assoc., Americans Quarter Horse assoc., school boards, State Reps, rodeo coordinators, whomever eats to live.
3) Get out of your comfort zone and act! Create roadblocks!
4) Get busy, what are you waiting for?

Summary of Growth Policy Mandate of TN Public Chapter 1101
(passed 5/1/98 by the House and Senate as Senate Bill 3278
and approved 5/19/98 by Governor Sundquist):
Under a growth policy law enacted in May 1998, Tennessee counties and
municipalities are required to develop joint plans for urban growth. This
requirement applies to all counties except those with a metropolitan form of
government.
The plans must specify three types of areas:
• Urban growth areas for each municipality within the county
The urban growth areas of a municipality must be contiguous to existing
municipal boundaries and must encompass the likely sites of high-density
residential or non-residential growth over the next 20 years; be reasonably
compact yet sufficiently large to accommodate that growth; and reflect the
municipality’s duty to facilitate development of its resources while controlling
urban expansion and taking into account impacts to agricultural lands, forests,
recreational areas, and wildlife management areas.
• Planned growth areas within each county
Planned growth areas of a county must not fall within the existing or urban
growth boundaries of a municipality and must include the likely sites of high or
moderate residential or non-residential growth within the county over the next
20 years; be reasonable and compact yet sufficiently large to accommodate that
growth; and take into account impacts to agricultural lands, forests, recreational
areas, and wildlife management areas.
• Rural areas within each county
Rural areas shall include territory that is not within urban growth or
planned growth areas and is to be preserved as agricultural lands, forests,
recreational areas, wildlife management areas, or for uses other than
high-density commercial, industrial, or residential development.

Why Agenda 21 in Bradley County?
It is a property grab and your property rights are in jeopardy!
The United Nations Conference on Human Settlements states “ Land…cannot be used as an ordinary asset, controlled by individuals and subject to the pressures and inefficiencies of the market. Private land ownership is also a principal instrument of accumulation and concentration of wealth and therefore contributes to social injustice… Public control of land is therefore indispensable…” “The effect of this process is to remove the decision-making process from the people and their elected officials and put the process and the outcome in the hands of the appointed professionals and special interest groups called stakeholders”
Public Act 1101 requires your elected leaders to hold two public hearings in the process of developing the County’s plan and present it to elected officials for approval. Elected officials have 120 days to ratify or reject the plan, failure to do one of the other results in automatic ratification. Counties that ratify the plan are subject to significant rewards! Many of these International codes are designed to promote public safety, some however promote Agenda 21 and impose government dictated behavior on local citizens. The Energy Conservation Code came about as a direct result of the American Recovery and Investment Act, passed in February 2009. ARRA was designed to stimulate economic recovery by providing stimulus funding to various sectors of the economy and to accomplish a policy goal of creating more energy efficient buildings. This Comprehensive Land use Plan with these UN influenced codes transforms both the process through which decisions that govern citizens are made, and the market place where citizens earn their livelihood. The fundamental principal that government is empowered by the consent of the governed is completely bypassed in the process of developing the BCC 2035 Strategic Growth Plan. Nowhere in the process do the citizens, even through their elected officials, have an un-coerced opportunity to dissent, or withhold their consent. The plan was presented by appointed professionals, presented to elected officials, who may either approve the plan, or deny their citizens access to significant funding opportunities. Once government has the authority to control the use of privately owned land, as in the case in Bradley County, and throughout Tennessee, the natural step is for government to dictate the behavior of the people who own the land that the government controls.
The question remains- Are we ready to surrender free market capitalism, individual freedom of choice, private property rights, and government empowered by the consent of the governed? If we are, then we must explain to our elected officials with great accuracy and enthusiasm a better way to confront the future. Local communities must be free from state mandates that ignore state sovereignty. If the people are to have a voice in their government, and provide the consent that authorizes government action, people must be involved in these processes of government.

BCC Strategic Growth Plan or Land Grab?

The City of Cleveland, Mayor Rowland, City Council have voted to recently enact the Growth plan for our City and with a collective pounding of a gavel that has plummeted our city into the most restrictive, highly regulated, highly taxed, most expensive land grab in our Bradley County history, this year. The County has recently tabled a vote on the growth plan to a later date.Your property rights have essentially dissipated and your taxes raised on that property have risen significantly! The Mayor will try to convince you that “our city has the lowest tax rate in the state of Tennessee!” I have heard this to ad nauseam and my answer to that is it may have been true last year, but in the near future, I gaurantee you, will not be true because of this vote. The BCC Growth Plan if you look at it thoroughly, will cost billions of dollars, and if we are implementing a “Vision Plan” for the future with those kind of numbers doesnt it make sense that it will cost you the taxpayer in the form of new taxes?
The Presidents Council on Sustainable Development, a direct result of the United Nations objective Agenda 21, by executive order of then President Bill Clinton the growth plan is being implemented in Bradley County. The PCSD says this about the land grab, land Agenda item 10 (d) 1) Land because of it unique nature and the crucial role it plays in human settlements, cannot be treated as an ordinary asset, controlled by individiuals and subject to the pressures and inefficiencies of the market. Private land ownership is also a principle instrument and concentration of wealth and therefore contributes to social injustice; if unchecked, it may become a major obstacle in the planning and implementation of development schemes. social justice, urban renewal, and healthy conditions for people can only be achieved if land is used in the interests of society as a whole. (3) To exercise such control effectively, public authorities require detailed knowledge of the current patterns of use and tenure of land; appropriate legislation defining the boundaries of individual rights and public interest. (4) Above all Governments must have the political will to evolve and implement innovative and adequate urban and rural land policies, as a cornerstone of their efforts to improve the quality of life in human settlements. Recommendation D.1 Land Resource Management a) Land is one of the most valuable natural resources and it must be used rationally. Public ownership or effective control of land in the public interest is the single most important means of improving the capacity of the human settlements to absorb changes and movements in population, modifying their internal structure and achieving a more equitable distribution of the benefits of development whilst assuring the environmental impacts are considered. (b) LAND IS A SCARCE RESOURCE WHOSE MANAGEMENT SHOULD BE SUBJECT TO PUBLIC SURVEILLANCE OR CONTROL IN THE INTEREST OF THE NATION. D.2 Control of land use changes says in section (b) CHANGE IN THE USE OF LAND, ESPECIALLY FROM AGRICULTURAL TO URBAN, SHOULD BE SUBJECT TO PUBLIC CONTROL AND REGULATION! SUCH CONTROL MAY BE EXERCISED THROUGH 1)Zoning and land use planning, direct intervention (through creating land reserves and preservation areas), legal controls via changes in boundaries, conditioned leases, communal land, public private mixed development enterprises, building and local permits, replotting, fiscal controls ie; property taxes, tax penalties and tax incentives, planned coordination between urban development and the promotion and location of new developments. Recommendation D.3 (b) THE UNEARNED INCREMENT RESULTING FROM THE RISE IN LAND VALUES RESULTING FROM CHANGE IN USE OF LAND FROM INVESTMENT OR DECISION OR DUE TO THE GENERAL GROWTH OF THE COMMUNITY MUST BE SUBJECT TO APPROPRIATE RECAPTURE BY PUBLIC BODIES UNLESS THE SITUATION CALLS FOR OTHER ADDITIONAL MEASURES SUCH AS NEW PATTERNS OF OWNERSHIP, THE GENERAL ACQUISITION OF LAND BY PUBLIC BODIES, Recommendation D.5 (b) PAST PATTERNS OF OWNERSHIP SHOULD BE TRANSFORMED TO MATCH THE CHANGING NEEDS OF SOCIETY AND BY COLLECTIVELY BENEFICIAL! I didnt just quote a communist paper or a Socialist type program from another country. I just quoted from the Presidents Council on Sustainable Development that has been directly influenced by the UNITED NATIONS and by executive order has passed this concept down to our individual communities elected on by our local officials. Our current City Mayor has introduced us to this plan and the council has voted for its inception. You want see this in the daily headlines, mainly because most people would not believe it! The general public and our elected officials of Bradley County doesnt even see the connection, further enhancing the capability of our elected officials to implement these Socialist type programs in our communities! Next time you see the Mayor or its Council tell them thank you for giving away your proprerty rights and increasing your tax burden. Good bye private property, the Government in Bradley County is well on its way to grabbing your land and my land!

Hike in Water Rates to Balance Budget

Cleveland City Council approves budget, keeps same $1.49 per 100 dollars of assessed property tax value but increases water rates by 6 % and waste water rates by 5 percent. At large Councilman George Poe and 1st District Councilman Charlie McKenzie voted against the measure and voted on principal and said they couldnt vote for it because it contained the increases. Stand and commend these two as they know it is tough living in a down economy, in a recession and the local government rasing rates at every turn to balance the budget. Vice Mayor Avery said he liked the list of projects in the new budget and went on to say we need to further fund that list with a 3.5% property tax increase and still have the lowest property rate (among cities with a k-12 school system) he went on to say “I dont see an issue.” Well of course you do not see an issue with a hefty tax increase Mr. Vice Mayor! You may be so far removed and disconnected from your constituency. The people you represent feel that it is a big, huge issue and you as an elected leader should not use every opportunity to raise taxes. I told you that you would hear the “we are the lowest taxed city among systems with k-12″ Our elected officials use this repeatedly with every time they are looking to raise your taxes. My opinion is that if you keep raising the taxes we will no longer be the lowest, then we replace those that raise our taxes at the ballot box, does that message resonate Mr Vice Mayor? When Council members asked City Manager Janice Casteel about why the water rates and Cleveland Utilities needed rate increases Mrs Casteel replied ” I CANNOT ANSWER THAT QUESTION, ASK CU GENERAL MANAGER TOM WHEELER! Are you kidding me? We are raising the water and waste 6 and 5% respectively and you dont know why we are rasising the rates. I know why you are and it is a sad statement but it is because somebody told you we needed too. The reason according to Tom Wheeler is because we need a third waterline for Growth! Like in the BCC Strategic Growth Plan? Tom Wheeler said that also we need this increase because of ” pharmaceuticals and other foreign contents in our water supply” Im sure that is referring to another “green water study” that came out recently based on bogus science. CU Accounting Manager Ken Webb said “CU is an enterprise fund and that by law must show a positive net income.” Really, Mr Webb you have answered why we must raise rates and I see your motivation clearly. Scratched from the budget before approval was $ 30, 000.00 to purchase a used lawnmower to mow the golf courses and $100,000.00 for a dump truck, left in the budget was $ 110,000.00 for playground equipment for Tinsley Park (we do it for the Kids, remember?) Near the end of the meeting the Estses proposed that Bradley County and the City work together to fund the $ 3,000,000.00 to fund an industrial park! Come on guys, why dont we seek a remedy for the runaway spending and the endless burden you are placing on the citizens of Bradley County. We need a little relief and it dont sound like we are going to get any.
