Regional planning brings regional governance

The Obama administration is pouring money into regional planning by offering grants to special groups to form “regional” governing agencies.  Every state now has one or more initiatives afoot to create these regional agencies.  Read about the dangers of this practice in this week’s newsletter!

Bradley County has once again been placed on the proverbial guillotine under the control of our elected officials at several layers of government!

We will soon be placed under the control of the EPA, DOT and HUD via our Mayors signing a memorandum of Agreement (MOA) to accept millions of federal dollars in the form of grants to transform our town with the assistance of the ICLEI inspired Chattanooga Region and 15 other counties from 3 states Tennessee, Georgia and Alabama!

This is bad folks and it warrants immediate removal of these federal pawns from office! We can no longer give away that which is ours! Since when have you ever heard of Mayors and their councils giving away so much of what is ours to the federal government? This is truly runaway government at many levels!

Your sovereignty, with the right atmosphere, planted by these socialist thinkers and may even take your right to practice your religion, because it may offend someone! Think it want happen? In a socialist/Marxist society you will be told what you can and cannot do! You will be regulated into doing what ever needs to be done!

Several years ago Bradley County adopted International building codes in Bradley County and the codes will be supersized when the EPA and the DOT gets to town and decides to herd you into a “livable, walkable community” with little HUD houses all up and down the green way so you want have to drive your car and pollute the air!

He addresses our problem that we are facing in Bradley County and exposes this plan as diabolical being well executed by the “useful idiots” we call our elected officials! Gave away our freedom for a federal grant! Wow, the humanity of that!

Regional planning brings regional governance

So what’s wrong with regional governance? Nothing- unless you value the republican form of government and individual freedom — and detest autocracy in all its forms. Regional governance evolved as a way to get around the obstacles presented by multiple local governments, all of which may have a stake in the region, but often disagree on what the region needs.

Regional governments, and their initiatives, are driven by government, not by the people. Government, by its very nature, seeks to increase its power and overcome any obstacle in its path. Local governments, like individual neighbors, often disagree on how best to resolve a common problem. Consequently, governments, especially the executive branch, tend to look for ways to get around the obstacle of disagreement. One successful method is Regional Governance, which diminishes the power of local governments by conferring increasing levels of authority on the executive branch, which implements its authority through appointed bureaucrats.

In very short order, it is the unelected bureaucrats who wield the power; elected officials become little more than a rubber stamp whose approval provides “official” respectability to the bureaucracy.

A classic example of just how this works is available in a report titled: “Regional Governance Districts” produced by the Tennessee Advisory Commission on Intergovernmental Relations (TACIR). The purpose of the report includes, “…to assist the state in responding to globalization….” The report makes this clarification:

“Governance is distinct from government — while government is the traditional organization of public authority used to provide necessary services, governance is the provision of those services. While the word has been used to refer to service provision by traditional government, it has come to be used to refer more specifically to service provision through a non-traditional approach, such as by a contractor or through a public-private partnership.”

Virtually every state now has some form of this new regional approach to governance, which is simply further evidence of how extensively the “administrative” form of global governance has influenced domestic policy.

The Chattanooga Area Regional Council of Governments, which consists of at least at least six alphabet agencies of appointed bureaucrats, has applied for a $2.5 million grant from the federal government’s Sustainable Communities Regional Planning Grant program. Before the application is considered, each participating government must sign a Memorandum of Agreement to “develop a shared vision,” and to “develop livable communities,” and other specific steps, all of which are defined by and must be approved, by the federal government. The Mayor of the city of Chattanooga has signed this MOA, thereby committing the entire city to conform to the requirements of the federal government in the expenditure of the federal money.

The citizens of Chattanooga have no idea that this grant application has been submitted, or what funding of the grant will mean to their individual freedom. They have had no opportunity to express their consent or opposition to this program, and it is unclear whether their elected representatives were even given the opportunity to vote on the application. Sixteen counties and all the municipalities they contain will be constrained by this grant application, and more importantly, by the 40-year regional plan it produces.

This process creates an administrative form of government which does not require the consent of the governed. Each step in the expansion of this process further extinguishes the republican form of government.

The federal government promotes this transformation of local government into regional administrative units which complies with the recommendations set forth in Chapter 8.5 of Agenda 21, which says:

(e) Adopt integrated approaches to sustainable development at the regional level, including transboundary areas, subject to the requirements of particular circumstances and needs;

The federal government has been using grants to shape regional governance for years. The Chattanooga Area Regional Council of Governments has already received more than $4 million in federal grants in just the last couple of years, and is only one of several regions supported by the federal government (insert attached art here).

Citizens in the Chattanooga area, and across the nation, should realize that once these regional administrative units are in place, there will be no way to return to the republican form of government that allows citizens to expect their city councilman or county commissioner to consider their wishes. The consent of the governed will no longer be a factor in public policy. Virtually all human activity will be subject to the approval of a professional bureaucracy that first creates a plan it thinks is a utopian community, and then requires every person to live where the plan dictates; to travel in a vehicle approved by the plan, to a job allowed by the plan — whether you like it or not.

Freedom cannot exist in an administrative form of governance.

Bradley/Cleveland Mayors, duly elected! On notice for wrong decisions! It’s on you now!

This diatribe was sent to all of my locally elected officials in Cleveland/Bradley County and it is in this forum that I notify all others at the State and Federal levels! To also include the NGO ” useful idiots” such as the Chamber of Commerce and the development boards who think they have governmental authority in this town! Spread this around, copy, post and repost! It is up to you to spread the word about this Federal take over of our town, my town and to bring notice to you that our town is being given away by the very people we put in office to represent us! I dare you to call them! Don’t debate them, simply tell them you are fed up and you want them to stop this and you are here to take your city and county back!

I have been reading a little about this Regional Sustainable Coalition with 3 states and 16 counties.

Is anyone concerned that we are now going to have the Federal Government telling us how to live, work and breathe while designing the land we live on right now to be sustainable!

Does anyone know what this means or the affect it will have on the people you represent?

Answering to HUD, DOT and God forbid the EPA? Jumping into bed with these three is everything America is supposed to not do, constitutionally!

We will be so busy jumping through their hoops we will not have much time to do anything else and they will be expecting us to live exactly like they tell us!

Do you think this trio will dump millions perhaps billions into our lap and we go our merry way! Please guys you are much smarter than that!

If you allow this, the way we live is about to drastically change! Cleveland is a beautiful place! I love living here and enjoy having my family call it home! It has a small town feel! It feels good! My part of town is for the most part quite and peaceful! I can drive most anywhere around me and spend the day taking in it’s scenery!  For the most part we come and go as we please and can pretty much answer to no one except our selves, because we still have a say so about our own property and our way of life and can do so relatively cheap!

Making Cleveland a downtown Chattanooga or Atlanta is not my idea of something I want to duplicate or bring my children up in. The crime, the massive amounts of concrete and pollution, the cross section of people that migrate to “big” cities? Give me the old Cleveland any day!   

Guys I have hinted around about this for a while, but now it’s time to advise at this point!  What you guys are doing and allowing to be done will be devastating to our community where we will have little say so on what goes on on our own land!

Let’s get real here! I have probably researched this more than I care to recollect, countless hours! I do not give warnings out like this without great fear and assurance that what I have researched is true and relevant!  This is downright bad! As my daddy used to say “this is bad mojo, something smells!”

Anybody read what they plan to do? I would encourage you to! The total repercussions of this plan will greatly limit our ability to do as we please on our own property and in our own town!

Have you heard the word “a city with walkability?” this means and I have read it many time on HUDs website and others and even as it relates to this regional plan! Walkability means the ability of the federal government via HUD, DOT and the EPA to design “livable sustainable communities” where you are forced to live on designated areas or migrate into communities where all your shopping, churches, parks, banks, restaraunts, cinemas and etc are all within “walking” distance and I quote “so you want need cars!” THis is a sustainable community!

Is this your vision of Cleveland and Bradley County to become little pods of communities, everyone walking, co existing in a plastic world with all kinds of people in a relatively small area, taking the occasional train ride up the Ocoee to see the area we used to call home! Think im exaggerating! Research it!

I promise that vision is shared by many who are giving you money to do what they want!

Have you put any additional thought into why they want everyone to live in a “sustainable liveable, walkable community?” There is a bigger picture we are failing to see! There will be a day real soon where many of our rural areas will be just that and will be low population areas with restrictions on who can be on these properties that used to be yours!

The “urban sprawl” as it talks about in our very own 2035 Growth plan will be discouraged and the “human settlements” will be directed into “urban Growth areas”, doesn’t this scare you to death? We are annexing now to make that happen in the Northern part of the county to make that a reality! I didn’t make these facts up! It’s in our own growth plan!

Now, we go and make a certain deal with the devil in the form of a Regional Plan with huge plans to change Cleveland and Bradley County and for some reason. I’m predicting federal dollars are placing blinders on you and it appears you are willing to stand by and allow this to happen knowing it will affect Bradley Countians tremendously and you guys, our leaders are not even speaking up to defend us!  To speak out or to at least investigate what this is beyond what some Beuracrat in DC or Nashville convinces you it is!

If your answer is allow it to happen despite the outcome, I must say I am sorely disappointed in your humanity! This is no small decision here guys! This is big time and we have stepped into a mess by allowing our City, County and state to marry the federal government in this way while a great percentage of your constituency say stop and at least see what we are getting in to!

Who among you are man or woman enough to make a stand and say let’s at least look before we leap! This is not good! We are not making rational decisions as a community!

The people in this town in great part are in the dark about this, some are there because that the easiest path, some are there because they choose to listen to others as experts, some because they trust the wrong people!

Some of us prefer to research the facts, follow the  trails, look at other communities that have fallen into this trap and see if they are truly better off?

The burden is now on you! I feel as a complete county we are being taken down the wrong road by our elected leaders and guess what? You answer for you!

I am telling you this is a HUGE mistake and only YOU will be held responsible for the decision you make!

TSA Releases VIPR Venom on Tennessee Highways

This issue is very serious for all Bradley Countians and Tennesseeans! The TSA is boasting they are the first to fight Terrorism in the country using this method! The VIPR! Wow! Our country and our rights are disappearing faster than we can keep up with! Illegal search and seizure! No cause needed! Just a suspicion to search your person and your vehicle! They can look at you on the road and motion for you to pull over then violate your 4th Amendment rights all in the name of combating terrorism! We are gonna get used to the police getting up and personal and once again accept it as the usual and customary way of daily business! Folks the Constitution is there for a reason! That is to protect you from a runaway government! With no constraints we no longer are free! We no longer make our own choices! We no longer can travel where we want or say what we want! This is encroaching on every thing that has made our country great for over 200 years! The simple rules, that dividing line that separates us from the communist nations that rule with an iron fist is slowly eroding away! God bless this country! God bless the people! If you thought the “Transportation Security Administration” would limit itself to conducting unconstitutional searches at airports, think again.  The agency intends to assert jurisdiction over our nation’s highways, waterways, and railroads as well.  TSA launched a new campaign of random checkpoints on Tennessee highways last week, complete with a sinister military-style acronym–VIP(E)R—as a name for the program.

As with TSA’s random searches at airports, these roadside searches are not based on any actual suspicion of criminal activity or any factual evidence of wrongdoing whatsoever by those detained.  They are, in effect, completely random.  So first we are told by the U.S. Supreme Court that American citizens have no 4thamendment protections at border crossings, even when standing on U.S. soil.  Now TSA takes the next logical step and simply detains and searches U.S. citizens at wholly internal checkpoints. 

The slippery slope is here.  When does it end?  How many more infringements on our liberties, our property, and our basic human rights to travel freely will it take before people become fed up enough to demand respect from their government?  When will we demand that the government heed obvious constitutional limitations, and stop treating ordinary Americans as criminal suspects in the absence of probable cause?

The real tragedy occurs when Americans incrementally become accustomed to this treatment on the roads just as they have become accustomed to it in the airports. We already accept arriving at the airport 2 or more hours before a flight to get through security; will we soon have to build in an extra 2 or 3 hours into our road trips to allow for checkpoint traffic? 

Worse, some people are lulled into a false sense of security and are actually grateful for this added police presence!  Should we really hail the expansion of the police state as an enhancement to safety?  I submit that an attitude of acquiescence to TSA authority is thoroughly dangerous, un-American, and insulting to earlier freedom-loving generations who built this country.

I am certain people will complain about this, once they have to sit in stopped traffic for a few extra hours to allow for random searches of cars.  However, I am also certain it merely will take another “foiled” plot to silence many people into gladly accepting more government mismanagement of safety. 

Vigilant, observant, law-abiding, gun-owning citizens defend themselves and stop crimes every day before police can respond.  That is the source of real security in America:  the 2nd Amendment right to defend oneself.  The answer is for people to be empowered to protect themselves.  Yet how many weapons might these checkpoints confiscate?  Even when individual go through all the legal hoops of licensing and permits, the chances of harassment or outright confiscation of weapons and detention of citizens when those weapons are found at a TSA checkpoint is extremely high. 

Disarming the highways and filling them full of jack-booted thugs demanding to see our papers is no way to make them safer.  Instead, it is a great way to expand government surveillance powers and tighten the noose around our liberties.

It’s time to put up or shut up! Call the Congressional switchboard today at (202)-224-3121, simply ask for the office of the Congressman you wish to talk too! Tell them to go co-sponsor HR 1146, without delay! That simple!

If you are serious about getting the UN out of the US then get on your Congressman or woman and tell him or her to cosponsor this bill which is sitting in a foreign affairs committee with one co sponsor Paul C. Broun 10 th District Georgia! There should be 100 percent of the Congressmen picking this up as a cosponsor, call now! Do not delay! Your sovereignty depends on it! Just think? Agenda 21 would be wiped out in one fail sweep, IB schools out! Socialism well on it’s way out! Get on the phone NOW! It’s up to YOU and ME! Share and re share this! This article is by my friend Kathleen Marquardt and she is right on target! She has noticed this onslaught of  Governement Gone Wild! There is a concentrated effort by the Chamber of Commerce and its many minions, who have, at their own doing, are looking at dollar signs instead of doing what is right for the Citizens of our County.

Both of our Mayors have bought into this maniacal and costly plan and are circumventing our locally elected politicians and public and have joined with a 16 county,  3 state Regional Planning Commission! This is madness!

The Chamber of Commerce with their influence and a lending hand of our State Reps and locally elected officials have done the inevitable! They have bypassed you and are no longer representing you in Bradley County! In history, when a Monarchy or Dictatorship rules the land they have been toppled by violence!  This revolt must be non violent and must be done at the hands of you at the ballot box! We are way overdue at changing the gaurd! This is by far the most overt operation to date!

We as a Bradley County Commission representing the citizens of this county have voted “NO” to the 2035 BCC Strategic Growth Plan and now to drive around the citizens and join with ICLEI inspired Chattanooga and others is the last straw! It proves what has been thought for years! The elected officials currently in place have no regard for your concerns or the Commissions votes, representing the constituency! Shame on you for you inconsiderate behavior! We must stop this absurdity! Get involved Bradley County, wake up!  Our County is fixing to change for the worse and it want be easy to reverse! Stand up Bradley and Cleveland, you have slept long enough!

A stakeholder group consisting of elected, business, and philanthropic leaders from the tri-state region of Southeast Tennessee, Northwest Georgia and Northeast Alabama which encompasses three metropolitan statistical areas has announced a major milestone in the effort to lay the groundwork to launch a 40-year regional growth planning process.

The Chattanoogan Sustainablists circle like Buzzards, eagerly awaiting the death knell of the Great American Experiment. They no longer worry about sneaking legislation, regulation or planning in through the back door. Certain that they are in control, they are now up-front, in fact blatantly smug about what they are doing.

Look at the words and terms in the first quarter of this one article and tell me this isn’t Sustainable Development: Stakeholder group, regional growth planning process, organize and facilitate, long-term region wide planning, public visioning, common ground solutions, localized planning effort….
Chattanooga has been living with this a long time, “This is a continuation of the public visioning and community engagement processes that have been transforming Chattanooga and the surrounding region since the early 1980s.” That is when Senator Bob Corker was the mayor of Chattanooga. Sure is nothing I would be bragging about. But then I am not a useful idiot to the global elite who are orchestrating all of this. The statement from the mayor goes on to admit that their “community pioneered this approach.” Now this is really something to be ashamed of rather than touting it in the local rag.
“We don’t have to agree on everything, but failing to cooperate when it benefits citizens would be foolish,” said Georgia State Senator Jeff Mullis. “This planning process will enhance coordination among localities without taking away any of their authority or independence.” If you read the full article you will see time after time that they (the instigators of this travesty) keep insisting that they are not taking away the authority or independence of any localities. Yet, the regional boards do exactly that. The function of legitimate elected government within the system is fast becoming little more than a rubber stamp to create and enforce the dictates of the councils and regions.
“In my mind, the regional planning process is about job creation,” said Tom Edd Wilson, president and CEO of the Chattanooga Area Chamber of Commerce. “We’re competing against the whole world to retain and recruit employers. Coming together as a team on economic development will give us a tremendous advantage in making the most of our economic opportunities while preserving the quality of life that makes us so attractive to the companies we already have.” We are not competing against the whole world, we are competing against the few companies that are left in America. And the sadder thing about this is that only the companies that become Public Private Partnerships (PPP) have much of a chance at all at getting business here now. Many PPPs are nothing more than government-sanctioned monopolies in which a few businesses are granted special favors like tax breaks, the power of eminent domain, non-compete clauses and specific guarantees for return on their investments.
Following the public meeting on Nov. 17, the stakeholder group which has been working to launch the regional growth planning process will weigh public feedback and other requirements set forth in the selection process to determine which of the finalist teams will coordinate the effort with the aim of starting the process during the first part of 2012. Look at that sentence — stakeholder group and regional growth planning — two buzz phrases of Sustainable Development. And they will weigh “public feedback,” and how much weight do you think they will give to the legitimate questions of costs, autonomy, property rights and true local control?
I would bet money that not one idea that doesn’t conform to Sustainable Development will make it to the selection process. What we are watching is a highly choreographed spectacle that is being staged in cities, towns and counties across this great country of ours in front of audiences that do not have a clue to the fact that this performance is a death knell to the Great American Experiment.
Can we hold them off in Chattanooga? Let us hope so; let us hope that, into the machinery of this consensus process the globalists’ useful idiots manipulate so well, a wrench is thrown that will put them out of business.
We need to be supplying the wrench, metaphorically. We need to make certain that Americans understand what is wrong with Sustainable Development, not by name but by what it does to rights and freedom. Show them the effects on property rights, water rights; show them how the prices of food and energy are skyrocketing because of the rules and regulations that are designed into these plans. Show how our duly elected officials are becoming nothing more than rubber stamps for the unelected, often non-local officials of the planning and regional boards that have been mandated through these programs. The words Sustainable and Development do not have to be used, just their effects and affects.
We need to be doing this across America in every city, county and town because, if it isn’t already there, Sustainable Development and its buzzards will be there soon.

I can stay quite no longer! Let me say it and say it loudly!!! I hope it bounces off what little freedom we have left! THE OCCUPIERS OF OUR COUNTRY ARE NOT OUR FRIENDS!!!

Too many are being fooled by this latest movement, we have been lulled to sleep by these communist, socialist, marxists and or anarchist! Obama and the left are laying it all on the line! I feel this is only a precursor to a leftist communist takeover and revolution! The left is luring many liberty minded folks into the fold of communisms trap! Many are approaching these rats of our Republic as if they are something to be supported! Mistakes are being made as the ” consensus” is being blurred!

The planks of communism are being fulfilled and some are looking at it like it is a movement to secure our liberty! Many are approaching these pigs as if they have something to give to society! LET ME TELL YOU NOW, the OCCUPY movement wants to destroy America! They want us to believe that we are docile robots that should be supporting them!

I have been personally disappointed at the groups in the area and the US that have been fooled by these masters of the game! It blows my mind when such educated folks tell me they may get some votes and they may have something to offer us! Yeah, a snake has venom to offer, but that doesn’t mean I want play with it!

This is the deception that many in the area have fallen into and to be so easily manipulated is beyond my reasonable thoughts! Masters of the game have fooled many on the right to join their cause, many have hijacked the GOP presidential flock and are trying to pass this off as some kind of “freedom movement.” Please folks wise up and realize you are being called out as “pseudo freedom fighters” shame on you leaders who have tried to sway support into your communist snares!

We have been hijacked! Very legitimate groups have been co opted, look at the connections along with actions! I have to admit they are pretty good, they have fooled people long enough! They have raised their head just enough and exposed just a little too much! Marching side by side with these communist is more than I can stand!

I see so clearly today based on the actions of a few! I sleep at night knowing that I make my decisions based in my gut and mostly go with that feeling! I am not a patsy for any group! America is seeing these communist, union type as the thugs they are! Where there was a blurred line, it is now crystal clear! The light has been turned on in this town and country! The planks of communism have been exposed and their leaders need to be further called out and their associations to these goons needs to be magnified!

A big, huge push by the US Chamber of Commerce and the local Chamber along side our locally elected leaders like Mayors Gary Davis and Mayor Tom Rowland have once again made a deal with the devil and in this case the United Nations via the ever so willing Chamber of Commerce!

The regional, 16 County, 3 state coalition will be one of the most government encroaching and expensive events in our lifetime! There will be billions, if not trillions of your tax payer dollars wasted and spent in the name of job creation! Hello, the Chamber spent hundreds of millions of dollars in Bradley County last year and only netted around 200 or so net jobs (source: Cleveland Banner regarding recent award to the Chambers Doug Berry)

If we haven’t learned our lesson by now, it us evident we will never learn! The Chamber of Commerce is a front for the UN with their fully expressed intent of outsourcing our American jobs to “spread the wealth” to other countries! It’s on their website and the US Chamber President Tom Donohue is encouraging it!

Our Mayors making this comittment to this project tells me they need a good dose of “term limits” placed on them by the voters of this county!

They are seeing the “federal money” flowing into their coffers! This has very little to do with jobs! Please, if it did we would not have gone from just over a 1 percent unemployment rate to a near 10 percent in a few short years since they were elected!

Our country us broke and our county is broke and yet we continue to spend, spend, spend! That means to you and me that must foot the bill for this and that is tax, tax and tax us some more to pay for it ! Our property rights are gonna be non existent! The farm you used to own, gone! The reasonable property tax rate you now have, gone!

Our leaders have run amuck and it is time to speak up! Plan to attend the conference below and speak out against this unwanted agenda!

Groundwork To Launch Regional Growth Planning Process Reaches Milestone

A stakeholder group consisting of elected, business, and philanthropic leaders from the tri-state region of Southeast Tennessee, Northwest Georgia and Northeast Alabama which encompasses three metropolitan statistical areas has announced a major milestone in the effort to lay the groundwork to launch a 40-year regional growth planning process. 

Efforts to identify a team of expert firms to help organize and facilitate the effort have progressed through a request for qualifications, a request for proposals, and reference checks to narrow the field of contenders to three finalist teams:

McBride Dale Clarion; Clarion Associates; Fregonese Associates; Kimley-Horn and Associates; Brown Pearman Russell; BAE Urban Economics; Opticos Design, Inc; Ann Coulter; PlaceMatters; The Ochs Center for Metropolitan Studies; and Neathawk Dubuque & Packett.

Renaissance Planning Group; Cambridge Systematics; ICF International; Barge, Waggoner, Sumner & Cannon; Ann Coulter; Neathawk Dubuque & Packett; Robert Grow Consulting; and The Ochs Center for Metropolitan Studies.

All of the finalist teams include local firms, and the companies that comprise the teams reflect the depth and breadth of experience necessary to complete a truly comprehensive regional planning process including expertise in community engagement, many different types of planning, financial analysis, data collection, and the establishment of community metrics.

According to Hamilton County Mayor Jim Coppinger, the effort is designed to pioneer a new kind of long-term, region-wide planning. “Our goal is to create a kind of business plan for the region,” said County Mayor Coppinger. “In addition to incorporating traditional planning topics, the process will include financial analysis. We also aim to establish a set of numeric benchmarks, so we will be able to assess results as we implement the plan and make course corrections whenever necessary.”

All three of these expert teams will make a presentation during an open public meeting on Nov. 17 from 5:30-7:30 p.m. at the Chattanoogan Hotel. Everyone in the region is invited to attend the meeting and provide feedback on the finalists. Event organizers are also planning to broadcast the event via local television and a web cast to make the public meeting widely accessible to people from across the region.

“This is a continuation of the public visioning and community engagement processes that have been transforming Chattanooga and the surrounding region since the early 1980s,” said Chattanooga Mayor Ron Littlefield. “Our community pioneered this approach, and we know that the key to success is making sure everyone has the opportunity to express their values, priorities, and ideas. This effort depends on empowering citizens to identify common ground solutions that inspire enthusiastic and wide-spread cooperation.”

Bradley County Mayor Gary Davis confirmed that the time is right to broaden planning efforts to promote cooperation in the greater region. “Cities and counties across the area have benefited tremendously from localized planning efforts, but job seekers, dollars and traffic cross state and county lines without a second thought,” said County Mayor Davis. “This is an opportunity to coordinate so that we can make the most of our shared opportunities and work together to solve our shared challenges.”

Commissioner Mike Babb, chairman of the Whitfield County Board of Commissioners, pointed to the importance of engaging citizens to set priorities. “Through this process people will have an opportunity to express their thoughts about the issues we face as a community,” said Commissioner Babb. “That feedback will serve as a guide to local leaders as we strive to better steward financial and other community resources in accordance with the priorities of the people we serve.”

“We don’t have to agree on everything, but failing to cooperate when it benefits citizens would be foolish,” said Georgia State Senator Jeff Mullis. “This planning process will enhance coordination among localities without taking away any of their authority or independence.”

“In my mind, the regional planning process is about job creation,” said Tom Edd Wilson, president and CEO of the Chattanooga Area Chamber of Commerce. “We’re competing against the whole world to retain and recruit employers. Coming together as a team on economic development will give us a tremendous advantage in making the most of our economic opportunities while preserving the quality of life that makes us so attractive to the companies we already have.”

Brian Anderson, president and CEO of the Dalton-Whitfield Chamber of Commerce also emphasized how long-term planning benefits the local economy. “Successful companies are constantly planning for the future and figuring out how to adapt to rapidly changing conditions,” said Mr. Anderson. “In these uncertain times, we need an on-going process for implementing that kind of strategic approach across our region.”

“Most folks don’t think about roads until there is a traffic jam or pipes until one breaks,” said Gary Farlow, president and CEO of the Cleveland-Bradley Chamber of Commerce. “But the continued success of our employers depends on proactively ensuring the soundness of the infrastructure that speeds the flow of commerce.”

Following the public meeting on Nov. 17, the stakeholder group which has been working to launch the regional growth planning process will weigh public feedback and other requirements set forth in the selection process to determine which of the finalist teams will coordinate the effort with the aim of starting the process during the first part of 2012.

To play a lead role in starting an economic legacy of job creation founded in regional cooperation to ensure continued prosperity for citizens, children, and grandchildren.

By giving citizens an opportunity to express their values, priorities, and ideas, the planning process will provide local governments with the ability to better steward financial resources in accordance with the priorities of their constituents.

The process will also serve to inform residents of the challenges their home communities share with those across the region and to engage them in developing solutions with broad support.

A process for effectively managing the accelerated growth the region is already experiencing through unprecedented investments by a number of industries.

A seat at the table in planning how the region can become more prosperous and generate additional economic opportunities for ourselves and children.
