RNC Resolution Exposing United Nations Agenda 21

Agenda 21 exposed by the RNC! The assault on our property rights are being addressed! Comprehensive Planning coupled with stringent land use regulations, annexation and zoning are leading the attacks on our personal property rights! The RNC is now taking the necessary steps to stop this massively expensive and expansive comprehensive growth plans and are encouraging others to do the same! It is a step in the right direction as our state and federal leaders are starting to see the light!

RNC Resolution Exposing United Nations Agenda 21

WHEREAS, the United Nations Agenda 21 is a comprehensive plan of extreme environmentalism, social engineering, and global political control that was initiated at the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil, in 1992; and,
WHEREAS, the United Nations Agenda 21 is being covertly pushed into local communities throughout the United States of America through the International Council of Local Environmental Initiatives (ICLEI) through local “sustainable development” policies such as Smart Growth, Wildlands Project, Resilient Cities, Regional Visioning Projects, and other “Green” or “Alternative” projects; and
WHEREAS, this United Nations Agenda 21 plan of radical so-called “sustainable development” views the American way of life of private property ownership, single family homes, private car ownership and individual travel choices, and privately owned farms; all as destructive to the environment; and,
WHEREAS, according to the United Nations Agenda 21 policy, social justice is described as the right and opportunity of all people to benefit equally from the resources afforded us by society and the environment which would be accomplished by socialist/communist redistribution of wealth; and,
WHEREAS, according to the United Nations Agenda 21 policy National sovereignty is deemed a social injustice; now therefore be
RESOLVED, the Republican National Committee recognizes the destructive and insidious nature of United Nations Agenda 21 and hereby exposes to the public and public policy makers the dangerous intent of the plan; and therefore be it further
RESOLVED, that the U.S. government and no state or local government is legally bound by the United Nations Agenda 21 treaty in that it has never been endorsed by the (U.S.) Senate, and therefore be it further
RESOLVED, that the federal and state and local governments across the country be well informed of the underlying harmful implications of implementation of United Nations Agenda 21 destructive strategies for “sustainable development” and we hereby endorse rejection of its radical policies and rejection of any grant monies attached to it, and therefore be it further
RESOLVED, that upon the approval of this resolution the Republican National Committee shall deliver a copy of this resolution to each of the Republican members of Congress, all Republican candidates for Congress, all Republican candidates for President who qualify for RNC sanctioned debates, and to each Republican state and territorial party office.

NFRA RESOLUTION OPPOSING UNITED NATIONS’ COMPREHENSIVE LAND USE PLANNING

This is a very important and urgent message to all Americans! The United Nations is using select NGOs to implement Agenda21 or sustainable development to socially, economically and environmentally change our natural sovereign state of Tennessee and the rest of the nation!

Even as preparation and early meetings for the Earth Summit 2012 are underway, the UN is making plans to forcefully and diabolically push Agenda 21 into every household in America and in 178 other countries across the globe!

Dialogue, recent as last week from the Earth Summit is that the UN intends to make a reenergized push to implement Agenda 21 in our country and are hinting at getting our elected officials to once again entertain signing a treaty or enact new legislation for further implementation!

We as local Bradley County citizens are seeing first hand and deliberately how these NGOs are using and convincing our locally elected officials to circumvent the Constitution and the will of the people! We must act now to stop this plan!

Below a very influential group has seen the coerciveness nature of the Comprehensive Plan and are calling them out! This strong letter below was not formed by me but was forwarded to me from a concerned elected official! This letter calls for us to stop the comprehensive plan but yet our plan moves forward with out a word of defiance from the majority of our locally elected officials!

NFRA RESOLUTION OPPOSING UNITED NATIONS’ COMPREHENSIVE LAND USE PLANNING

WHEREAS, the National Federation of Republican Assemblies recognizes that the pillars of freedom and liberty are life, liberty and property.

As such, we seek to identify those candidates that understand and support these same noble characteristics of our great nation and that it is the combination of these truths that makes America “exceptional”; and

WHEREAS, some little known facts about comprehensive land use planning, known as Agenda 21 include, but are not limited to, the following:

The UN’s Agenda 21 was revealed to the world at the Rio Earth Summit II in 1992;

Agenda 21 was signed into soft law in 1992 and requires only administrative approval and not legislative approval;

The UN’s Agenda 21 was granted administrative approval when President Clinton, through Executive Order, created the first President’s Council on Sustainable Development;

The President’s Council on Sustainable Development created the domestic plan known as “Sustainable America”;

Official non-Government Organizations known as NGOs are certified through the UN based on their compliance and willingness to institute UN created policies like Agenda 21 and the “Wildlands Project”.

Examples of NGOs include, but are not limited to: the Sierra Club, U.S. CHAMBER OF COMMERCE, APA-AMERICAN PLANNING ASSOCIATION and ICLEI – Local Governments for Sustainability; formally known as the “International Council for Local Environmental Initiatives.”;

GATT, NAFTA and other trade agreements also contain components that are derivatives from the economic components of Agenda 21;
Income redistribution as a form of “economic justice” is a tool to be used by Agenda 21;

Agenda 21 is anti-property rights;

The terms “Sustainable Development”, “Smart Growth”, “Comprehensive Land Use Plan”, and “Sustainable Agriculture” are domestic equivalents of Agenda 21; and

The Global Biodiversity Assessment Report identifies private property ownership, single family homes, traditional agriculture, and consumerism as “unsustainable.”;

therefore be it
RESOLVED, that we, the National Federation of Republican Assemblies (NFRA), oppose the nondomestic policies of Agenda 21 based on failure to recognize private property rights as one of America’s cornerstones of freedom and liberty;

be it further
RESOLVED, that Article one, Section ten of the Constitution prohibits any State or subordinate governmental body from contracting with nondomestic entities such as ICLEI;

and be it
RESOLVED, that the NFRA shall not endorse a candidate or elected official including the office of President that refuses to oppose the same.

The partnerships of the Chamber of Commerce, ICLEI and many other NGOs with the United Nations is truly un-American and unconstitutional and begs for Americans to pay attention as their sovereignty, property rights and our nations well being are at risk!

The severity of this situation grants that all Americans stand up to these aggressive socialists that are undermining the core of our nations welfare!

Please pass this information around to your patriotic friends and email lists! We are a nation under attack from within! All associations to these NGOs need to be made aware! Passive cooperation can no longer be tolerated!

Community gives growth plan thumbs down, police called, tyranny reigns in Bradley County!

As I stood watching the endless line of bureaucrats file into the Cleveland Bradley Public Library with the familiar easel, rolled up maps, worn out suits and clip boards listening to the steady beat of size 12 leather hills tapping the library granite corridor floor like a desperate prisoner chiseling his way out of prison! Perhaps this was none of the above and it was simply the melodious thump of a well orchestrated drum line! I couldn’t help but sense a sinister coup was in full operation mode while unknowingly the ill-informed citizen lurks outside, quietly foiling their lonely existence. We were about to see the covert operation unfold right before our eyes. I was there and no one invited me!

I soon realized that the fate of our county was being handed to these bureaucrats of a greater scheme! One thing that was overwhelmingly missing from that long line of mostly self-appointed dignitaries was that there were only a few, if any “regular, Joe Schmo citizens” filing into the room!

They all say “well, I am a citizen too!”, “right?” Of course you are, but a citizen that has either been appointed to a board, a commission, a review panel or a growth panel yielding influence or persuasion about a multi billion dollar project no longer qualifies you as a “regular citizen” that is not connected to the steam roller that is running over the people and taking away their rights! Sorry, but that is how we roll! If you are on one of the many numerous boards or commissions that yield the opinion or vote, your presence in the room no longer qualified you as an unbiased citizen. I saw 3 and I was 1!

If not for a very alert informant, we could have missed this potential consensus party! Had the two other citizens not been informed when we were this would have been one big communal love fest orgy of planners and bureaucrats yielding their proverbial wands to each other for the ultimate compliment and certain approval!

Can you imagine how one-sided this meeting could have gone and been accepted if those darn citizens hadn’t gotten in the way and raised legitimate questions about property rights and our sovereignty? Whew!

I was a little hurt that I didn’t get a formal invite or email notification about this party! But hey, I’ve been left off invitation lists before! There was this one time while in DC Ronald Reagan left me off the guest list, never mind! Wasted trip, another blog! But you get the drift!

I am now the red-haired step child of the local leftist Socialistic, Democratic planning movement! You know, that guy with no date to the prom, sorta shy and not quite cute enough to score the prom queen, ok, lets save that for another blog too! I have been saying that alot lately! Maybe, I am under the spell of the planners in BC! Oh well, save that one………..for another…… Oh you know……..blog!

I guess when you invite a regular concerned citizen, you might get a few questions asked and God forbid that happen when consensus is trying to be obtained! How better to gain consensus than to make sure no citizens were at this perceived public meeting! Silly me! Maybe my expectations were too high! I consider myself a pretty alert and informed kinda guy! I was left out of the plans! I was left out! Wait! Dejavu! Prom all ov er again! You know that potential night with high expectations that is one unanswered proposal from wearing a tux, a bow tie and a silly grin with deteriorating lamb skin rotting away inside his wallet! They disguised this one well! They hid this one well!

They were almost successful pulling this meeting off without one uninvolved citizen that wouldn’t benefit from the implementation of this growth plan!

I strolled in behind the only other two citizens Karen and Dan and we sat among the modest crowd of Bradley County “Elite!” You know those people that only their momma could love! That was a joke! I can hear now ” and that Blogger called me ugly too!”

Meeting the other two citizens in the room was brief and we went to meeting the other “decision makers!” Lets see to look around the room. There is Commissioners Mel, Woods, Caywood, Rominger, Greg Dale and his associates, Mayor of Charleston, the usual group of Chamber of Commerce rulers, planners galore, old, young, past and present and in between, various suits with Clarion clipboards, Emily, chairmen of the planning commission, wives and girlfriends of those people, oh yeah and don’t forget the old grey haired lady on the front row that has the police on speed dial who happens to be on one of the planning commissions! (that’s another story for another blog) but you see the plan!

Notify every one but the people that will be affected by the plan who will ultimately be footing the bill with their hard earned tax dollars were in the room or so it seemed!

0915 approached and the crowd of 40 to 50 fully involved citizens filed to their seats! The intros were short and the slides were popping!

After a brief introduction by Greg Dale of consultants McBride Dale and Clarion he handed it off to his able bodied comrade, Emily!

The very first slide, reportedly, a compilation of the top desires of the different breakout tables from the last meeting on January 30th! You know, those things that concerned citizens would like to hear more about! Property rights, impending plan costs, not implementing the growth plan, new taxes! Those things that concerns the everyday struggling citizen!

Transportation!

Transportation?

Not having to drive your car everywhere, getting a bicycle and riding everywhere! More Greenways! Putting all of our house on a pin head and have your bank, grocery store dry cleaners and everything at the bottom of your high rise so we can cut down on Green house gases, electric outlets for electric car? Does this sound like something brought up by the concerned citizens of Bradley County! Give me a break!!! This is from a planners playbook and a cookie cutter recipe that is shown by our consultants all over the United States! There was no “new slide” made up for just Bradley County! I would bet and I bet there are slide presentations out there with the exact same things on it from the exact same consultant!

Infrastructure?

Sewers?

Quality of life?

The list went on and on! The crowd was complicit and the speaker lulling us into a deep sleep of acceptance, the planners drool was now pasted onto my shirt. The subliminal messages were streaming from the speaker system, the fresh scent of brewing coffee now lingered over the doughnuts in the back of the room. A complete whitewash, a steady current of blah blah blah was now all I could hear and the crowd of dignitaries were proud of the work their consultants had done on compiling the data!

What about property rights? Sleepy heads and partially confused men turned to me as if I had just awakened them! What about our property rights? A huge component was missing on your compiled data? Tables 7, 8 and 9 were all very concerned about property rights and not a single mention of it on your slides? Eminent domain, tearing down buildings, new land use regulations, building codes, cost, new taxes, decreasing urban sprawl, firing the consultants, devising our own plan, promoting the free market. Those are the things we were concerned about and none of them got in the board! Why not?

Mr Dale speaks up and gently nudges the speaker back as she is more or less yelling and very confrontational at this point!

Property rights! We are concerned about property rights. We will be putting together more data with that information in it! I essence, he told me these were manufactured cookie cutter slides and we didn’t put them on a new slide because frankly we only want to show you what we want you to see and take your half million or more fee to blow smoke right up your behinds!

Every slide was presented as if it was the first time the room had heard it! The speaker became more and more agitated ad the presentation went on and the questions kept pouring in!

At one point, Mr Dale, said to the 3 citizens in the room “are you going to let this meeting go on or are you going to keep asking questions?” The immediate response was “uh NO, we have questions!” Commissioner Caywood, much like Commissioner Woods in the last meeting chimed in against the people asking legitimate questions, he pipes in and says and I paraphrase “I came here to learn about this, I have a family, a business and I’m giving of my time to be here so citizens with legit questions, shut the heck up!” he went on to sat “Majority rules in America, in a democracy!” Let me correct you here Mr Caywood, Majority does rule in a democracy, but we are a Republic and every vote counts! We are not yet a colony once again under the rule of kings, close but not yet! Commissioner Woods, was silent this round of tyranny and attempts at squashing our first amendment rights! Somebody must have read her the constitution, you know the part where we can challenge our government to make sure they don’t get too big for their britches! Restraint is a good fit Commissioner, shows maturity!

The spirited banter intensified and just as our founding fathers began to smile, just like clock work, the partially blonde/grey haired old lady, just as the last time steps out into the hallway and fires up her cell phone and calls for police backup because the three unwelcome guests were “gettin rowdy!” The full court press to squelch the voice of the people was on and the “people were bobbing and weaving to counter the proverbial punch of a government run amuck!

Two policemen follow her into the room and she sits beside the familiar man just as before with a Cheshire grin that could have taken on the trophy for her kennel! Success! Escort them out please! They have spoken and we all know commoners don’t dare speak in the presence of royalty! Bow to me young man and your two disobedient and irreverent scribes! Fetch my coat, I must relieve myself of these swine!

The funny thing about calling the police and she soon realized was, they are and have been on the side of the people. This is constitutionally what a sherrif and his deputies are sworn to do

Fortunately, at least most of them are here to serve and protect the peoples rights! They tell me as I sauntered to the back of the room, ” We are not going to arrest anyone that challenges or asks questions of an elected official or appointed board in a public meeting!” They think it is hilarious that our local government wants to squash it’s peoples rights! The Sherrifs in this town have made it no secret that they are here to serve and protect the people, not be a strong arm for the representatives of government or the selfish desires of an old woman! Whatever this woman is trying to do here, this is not Chicago or DC! We are well represented by our law officers and they are watching out for our well being!

Old lady do as you please, it is your right to be tyrannical , but remember in America at least for now, is not against the law! The Constitution still gives me the right to peacefully address my government and hold them accountable for their actions! So lay off the 911 calls for dignity sakes! It makes you look so pretentious and smug!

As I said clearly in the meeting, I respect the uniform and the position, but I do not fear standing up and speaking up in a public meeting!

Public facilities?

Did I go to the same meeting? The meeting I went to was so bombarded with citizen concerns that they hardly had time to discuss any of the plans! Some of my high faluting friends tell me this is what you call a fix! Consensus! Where you stay on course regardless of the questions and concerns, then it looks like everyone is in agreement!

For real? Public facilities, bathrooms and a Tom Rowland Convention Center is the most pressing thing on the table? Really? We are paying these consultants to tell me the same thing they tell every community! In fact when I asked Greg Dale this question he said and again I’m paraphrasing, he said that many communities have the same concerns, thats why all these sound the same from community to community!

We have just called you out on your same old outdated slides and you want me to buy your spill and let you implement a growth plan that will tax me well into the next century and burden my great grand children! Are you kidding me?

The meeting came to a sudden halt and once again we were broken off into 3 groups and discussed bringing everyone into our Urban Growth boundary and decrease sprawl in the rural areas, give everybody a bike and tell them to walk on the greenway under the guidance of the EPA, HUD, UN and the
DOT!

The meeting like the others did not meet consensus or even get close! The meeting from my observation was a failure! We have a plan for growth that is being poorly presented by consultants that are highly overpaid and have a very sinister under belly to them! We have reporters on this issue and we are collaborating some very disturbing trends!

What we have here is big government trying to get bigger! We have our taxes going up as a result! We have a few in government who are overreaching in their powers!

A citizenry that is being bypassed by a group of bureaucrats that feel they know better and are being briskly tugged by the almighty dollar in the form of multiple federal grants!

We are doomed and we have the deck stacked against us! The people’s voice in Bradley County is no longer! The republic and what it stands for is diminishing by the assistane of planners in a very finance rich environment that are using the crutches of government to fulfill their edicts from DC!

It is a sad day for our country! Our representative form of government is the ruling word in our world. The hell with the people! They are just in the way?

Our founding fathers laid out the framework, the people enforce the constitution and government resets it’s own set of rules and yet tyranny prevails!

I’ll save this next thought for another blog!

HJR 587- Anti Agenda 21/ICLEI resolution passes another hurdle, on to floor today

HJR 587 jumps another hurdle on it’s way to final approval! Another vote will take place today, awaiting results! I know State Representative Kevin Brooks has been all over this resolution as it has gained greater than 30 sponsors in a short amount of time!

The United Nations Agenda 21 is being recognized as the evil plan that it is! In Bradley County we have in less than a year gone from “you are out of your minds” to a resolution being passed in the State Legislature to get it and ICLEI out of our community!

The RNC has made this effort their number one concern for 2012 and have also endorsed legislation to get the UN out of TN and the country! They were even as bold as to say that if you do not make a stand against Agenda 21 they would not endorse you for office next election! That is a very bold statement and has gained and spurred many bills and pieces of legislation to be created!

Our Bradley County,Cleveland City Mayor, city and county planners along with consultants McBride Dale and Clarion, commissioners and councilmen need to realize that their efforts beyond this date are futile. State and RNC legislation should be followed! We are done with our expensive and expansive growth plan and all the “green” efforts that are being implemented without the peoples approval!

We are no longer alone in this process! We now have teeth and we are asking our local leaders to jump on the bandwagon and stop looking beyond the will of the people! Stubbornness and thoughts of that’s the way we have always done things are no longer the status quo! At this point, you are alone and acting as if their are no stop gap measures in place. Continued action is irresponsible and possibly illegal. We keep hoping they will do the right thing, but we will see!

Listen to the sweetness of this resolution below sponsored by State Representative Kevin Brooks! It really is music to my ears and sends a definitive message to the local press that mocked us for daring to make this an issue long before any one knew about it. I’ll reserve my judgement for another day! The following resolution was created by a State Representative that dared to step out and act while others were hiding under mommas skirt tale too scared to stand up with the will of the people!

Be it further resolved, that neither the United States government, nor any state or local government is legally bound by the United Nations Agenda 21 treaty in that it has never been endorsed by the United States Senate,

Be it further resolved, that the Federal government and State and Local governments across the country be well informed of the underlying harmful implications of implementation of United Nations Agenda 21 destructive strategies for “sustainable development” and we hereby endorse rejection of its radical policies and rejection of any grant monies attached to it.

Breathe in deeply Bradley County and the rest of Tennessee! We now have a representative that is willing to stand in the gap!

Next step, based on the recommendation of our own State Legislature let’s take our reps resolution and demand legally that the Regional, Comprehensive plan, the BCC 2035 Growth plan are dead in it’s tracks!

Let’s tell the consultants hired by ICLEI out of Chattanooga that are currently directing our local growth plan to go home! You are fired! We do not want you here no more! Your outdated, cookie cutter plan has already cost us too much money!

Mayors, commissioners, councilmen and the Chamber of Commerce you no longer legally have the right to keep implementing this Agenda 21 plan in our community!

We can develop our own growth plan! We do not need the United Nations, the Chamber of Commerce or a group of ICLEI led Consultants spending billions of our tax dollars on sustainable development and placing the burden on me, my grandchildren and beyond!

Human Settlements: UN’s vision for Bradley County

We often take for granted our ability to own property, to have that special lot of land, that lakeside piece of heaven, the meadow swarming with wildlife! Aaaaaah! The peacefulness in those thoughts!

The United Nations issued this report to the UN Conference on Human Settlements where their members have planned out the vision for our Amercica in an Agenda 21 envisioned world.

Land, your land is truly an asset, an asset so valuable they see this land as what contributes to the rest of the worlds poverty, by our “wealth.” Our land ownership is social injustice! We, by owning land are keeping the wealth in the US and not sharing or playing well with others!

This is so sad, because they now have teamed with our own White House to destroy it one piece at a time. Our local Mayors have recieved marching orders to set this plan into action!

My next few posts are going to be about letting you know how they intend to take over your property rights one piece of land at a time!

Read this declaration by the UN and see what they are saying about your land! The openess surprises me, but not enough are fighting for their rights and they will soon see them destroyed one county at a time!

Preamble

Land, because of its unique nature and the crucial role it plays in human settlements, cannot be treated as an ordinary asset, controlled by individuals and subject to the pressures and inefficiencies of the market. Private land ownership is also a principal instrument of accumulation and concentration of wealth and therefore contributes to social injustice; if unchecked, it may become a major obstacle in the planning and implementation of development schemes. Social justice, urban renewal and development, the provision of decent dwellings and healthy conditions for the people can only be achieved if land is used in the interests of society as a whole.
Instead, the pattern of land use should be determined by the long-term interests of the community, especially since decisions on location of activities and therefore of specific land uses have a long-lasting effect on the pattern and structure of human settlements. Land is also a primary element of the natural and man-made environment and a crucial link in an often delicate balance. Public control of land use is therefore indispensable to its protection as an asset and the achievement of the long-term objectives of human settlement policies and strategies.
To exercise such control effectively, public authorities require detailed knowledge of the current patterns of use and tenure of land; appropriate legislation defining the boundaries of individual rights and public interest; and suitable instruments for assessing the value of land and transferring to the community, inter alia through taxation, the unearned increment resulting from changes in use, or public investment or decisions, or due to the general growth of the community.
Above all, Governments must have the political will to evolve and implement innovative and adequate urban and rural land policies, as a corner-stone of their efforts to improve the quality of life in human setttlements.
Recommendation D.1

Land resource management

Land is one of the most valuable natural resources and it must be used rationally. Public ownership or effective control of land in the public interest is the single most important means of improving the capacity of human settlements to absorb changes and movements in population, modifying their internal structure and achieving a more equitable distribution of the benefits of development whilst assuring that environmental impacts are considered.
LAND IS A SCARCE RESOURCE WHOSE MANAGEMENT SHOULD BE SUBJECT TO PUBLIC SURVEILLANCE OR CONTROL IN THE INTEREST OF THE NATION.
This applies in particular to land required for:
The extension and improvement of existing settlements, the development of new ones and, in general, the achievement of a more efficient network of human settlements;
The implementation of programmes of urban renewal and land-assembly schemes;
The provision of public shelter, infrastructure and services;
The preservation and improvement of valuable components of the man-made environment, such as historic sites and monuments and other areas of unique and aesthetic social and cultural value;
The protection and enhancement of the natural environment especially in sensitive areas of special geographic and ecological significance such as coastal regions and other areas subject to the impact of development, recreation and tourism activities.
Land is a natural resource fundamental to the economic, social and political development of peoples and therefore Governments must maintain full jurisdiction and exercise complete sovereignty over such land with a view to freely planning development of human settlements throughout the whole of the natural territory. This resource must not be the subject of restrictions imposed by foreign nations which enjoy the benefits while preventing its rational use.
In all occupied territories, changes in the demographic composition, or the transfer or uprooting of the native population, and the destruction of existing human settlements in these lands and/or the establishment of new settlements for intruders, is inadmissible. The heritage and national identity must be protected. Any policies that violate these principles must be condemned.
Recommendation D.2

Control of land use changes

Agricultural land, particularly on the periphery of urban areas, is an important national resource; without public control land is a prey to speculation and urban encroachment.
CHANGE IN THE USE OF LAND, ESPECIALLY FROM AGRICULTURAL TO URBAN, SHOULD BE SUBJECT TO PUBLIC CONTROL AND REGULATION.
Such control may be exercised through:
Zoning and land-use planning as a basic instrument of land policy in general and of control of land-use changes in particular;
Direct intervention, e.g. the creation of land reserves and land banks, purchase, compensated expropriation and/or pre-emption, acquisition of development rights, conditioned leasing of public and communal land, formation of public and mixed development enterprises;
Legal controls, e.g. compulsory registration, changes in administrative boundaries, development building and local permits, assembly and replotting;
Fiscal controls, e.g. property taxes, tax penalties and tax incentives;
A planned co-ordination between orderly urban development and the promotion and location of new developments, preserving agricultural land.
Recommendation D.3

Recapturing plus value

Excessive profits resulting from the increase in land value due to development and change in use are one of the principal causes of the concentration of wealth in private hands. Taxation should not be seen only as a source of revenue for the community but also as a powerful tool to encourage development of desirable locations, to exercise a controlling effect on the land market and to redistribute to the public at large the benefits of the unearned increase in land value.
THE UNEARNED INCREMENT RESULTING FROM THE RISE IN LAND VALUES RESULTING FROM CHANGE IN USE OF LAND, FROM PUBLIC INVESTMENT OR DECISION OR DUE TO THE GENERAL GROWTH OF THE COMMUNITY MUST BE SUBJECT TO APPROPRIATE RECAPTURE BY PUBLIC BODIES (THE COMMUNITY), UNLESS THE SITUATION CALLS FOR OTHER ADDITIONAL MEASURES SUCH AS NEW PATTERNS OF OWNERSHIP, THE GENERAL ACQUISITION OF LAND BY PUBLIC BODIES.
Specific ways and means include:
Levying of appropriate taxes, e.g. capital gains taxes, land taxes and betterment charges, and particularly taxes on unused or under-utilized land;
Periodic and frequent assessment of land values in and around cities, and determination of the rise in such values relative to the general level of prices;
Instituting development charges or permit fees and specifying the time-limit within which construction must start;
Adopting pricing and compensation policies relating to value of land prevailing at a specified time, rather than its commercial value at the time of acquisition by public authorities;
Leasing of publicly owned land in such a way that future increment which is not due to the efforts by the new user is kept by the community;
Assessment of land suitable for agricultural use which is in proximity of cities mainly at agricultural values.
Recommendation D.4

Public ownership

Public ownership of land cannot be an end in itself; it is justified in so far as it is exercised in favour of the common good rather than to protect the interests of the already privileged.
PUBLIC OWNERSHIP, TRANSITIONAL OR PERMANENT, SHOULD BE USED, WHEREVER APPROPRIATE, TO SECURE AND CONTROL AREAS OF URBAN EXPANSION AND PROTECTION; AND TO IMPLEMENT URBAN AND RURAL LAND REFORM PROCESSES, AND SUPPLY SERVICED LAND AT PRICE LEVELS WHICH CAN SECURE SOCIALLY ACCEPTABLE PATTERNS OF DEVELOPMENT.
Special consideration should be given to:
Measures outlined in Recommendations D.2 and D.3 above;
Active public participation in land development;
Rational distribution of powers among various levels of government, including communal and local authorities, and an adequate system of financial support for land policy.
Recommendation D.5

Patterns of ownership

Many countries are undergoing a process of profound social transformation; a review and restructuring of the entire system os ownership rights is, in the majority of cases, essential to the accomplishment of new national objectives.
PAST PATTERNS OF OWNERSHIP RIGHTS SHOULD BE TRANSFORMED TO MATCH THE CHANGING NEEDS OF SOCIETY AND BY COLLECTIVELY BENEFICIAL.
Special attention should be paid to:
Redefinition of legal ownership including the rights of women and disadvantaged groups and usage rights for a variety of purposes;
Promoting land reform measures to bring ownership rights into conformity with the present and future needs of society;
Clear definition of public objectives and private ownership rights and duties which may vary with time and place;
Transitional arrangements to change ownership from traditional and customary patterns to new systems, especially in connexion with communal lands, whenever such patterns are no longer appropriate;
Methods for the separation of land ownership rights from development rights, the latter to be entrusted to a public authority;
Adoption of policies for long-term leasing of land;
The land rights of indigenous peoples so that their cultural and historical heritage is preserved.
Recommendation D.6

Increase in usable land

In view of the limited availability of land for human settlements and the need to prevent the continuing loss of valuable natural areas due to erosion, urban encroachment and other causes, efforts to conserve and reclaim for both agriculture and settlements without upsetting the ecological balance are imperative.
THE SUPPLY OF USABLE LAND SHOULD BE MAINTAINED BY ALL APPROPRIATE METHODS INCLUDING SOIL CONSERVATION, CONTROL OF DESERTIFICATION AND SALINATION, PREVENTION OF POLLUTION, AND USE OF LAND CAPABILITY ANALYSIS AND INCREASED BY LONG-TERM PROGRAMMES OF LAND RECLAMATION AND PRESERVATION.
Special attention should be paid to:
Land-fill, especially by using solid wastes in close proximity to human settlements, but without detriment to environment and geological conditions;
Control of soil erosion, e.g. through reforestation, flood control, flood plain management, changes in cultivation patterns and methods, and controls on indiscriminate grazing;
Control and reversal of desertification and salinization, and recuperation of fertile land from contamination by endemic disease;
Reclamation of water-logged areas in a manner that minimizes adverse environmental effects;
Application of new technologies such as those related to flood control, soil conservation and stabilization and irrigation;
Prevention of pollution as well as restoration of derelict or damaged land, control of fire and preservation of the environment from natural and man-made hazards;
Economizing land by fixing appropriate densities in areas where land is scarce or rich in agricultural value;
Proper land capability assessment programmes should be introduced at the local, regional and national levels so that land use allocation will benefit the community: and areas suited to long-term reclamation and preservation will be identified and appropriate action taken;
Incorporation of new land into settlements by provision of infrastructure;
Control of the location of human settlements in hazardous zones and important natural areas;
Expansion of agricultural lands with proper drainage.
Recommendation D.7

Information needs

Effective land use planning and control measures cannot be implemented unless the public and all levels of government have access to adequate information.
COMPREHENSIVE INFORMATION ON LAND CAPABILITY, CHARACTERISTICS, TENURE, USE AND LEGISLATION SHOULD BE COLLECTED AND CONSTANTLY UP-DATED SO THAT ALL CITIZENS AND LEVELS OF GOVERNMENT CAN BE GUIDED AS TO THE MOST BENEFICIAL LAND USE ALLOCATION AND CONTROL MEASURES.
This implies:
The establishment of a comprehensive information system involving all levels of government; and accessible to the public;
Topographic and cadastral surveys and assessment of land capabilities and current use, and periodic evaluations of the use of the land;
Simplification and updating of procedures for collection, analysis and distribution of relevant information in an accurate and comprehensive manner;
Introduction of new surveying and mapping technologies suitable to the conditions of the countries concerned;
Consolidation and effective use of existing or innovative legislation and instruments to implement land policies;
Development and use of methods for assessing economic, social and environmental impacts from proposed projects in a form useful to the public;
Consideration of land use characteristics including ecological tolerances and optimum utilization of land so as to minimize pollution, conserve energy, and protect and recover resources;
Undertake the necessary studies on precautions that can be taken to safeguard life and property in case of natural disaster.

From pathetic to prophet: ‘Sustainable Development’ a new political issue

Pathetic to Prophet! Not really but it sounds good in a headline! Eating that elephant one bite at a time! That is the proper technique for exposing and destroying the huge albatros known as Agenda 21! The stealthy but large mammal is making it’s way into every facet of Bradley County, the Region through every corridor in the State of Tennessee, to the nation! And our local and state officials are still ignoring that it exists!

From little “county smart sustainable growth plans” to “moderate Regional plans” to large federal involvement, we are seeing our once great country conquered, divided and destroyed by Socialist dead set on seeing your private and intellectual property, your divine God given rights, your sovereignty given away by a herd of politicians dead set on “getting that federal grant money” in exchange for your freedom!

Agenda 21 is real Bradley County and the rest of the nation! People are slowly awakening to this reality and little by little the moo mentality within our own local commission and council, general public is slowly turning to favor my stance against this diabolical plan to rule the world by convincing the local policy makers with a local agenda 21 focus!

Yesterday, I went to the local grocery store and briskly walked in to collect the evening meal for my family, purchased a copy of the Cleveland Daily Banner and flipped quickly to the editorial section, I believe page 16, top of the column, I see the ominous words “Sustainable Development.” My heart raced, my imagination stirred!

Will I be reading once again, a failed attempt at the paper to discredit me or call me a kook, have they dialed up the UNITED NATIONS again and attempted to thwart the work of a few patriots in this town trying to save Bradley County and the Region! Perhaps, a scathing article announcing a find that Agenda 21 is a hoax, a fake Socialist program dreamed up by local Tea Party types and “crazy freedom lovers” gaurding their great Republic from a Socialist Leftist Regime sent down from Washington DC?

Nope! It was a time for me to smile! Within the pages of the local newspaper was a very satisfying article chocked full of the same information that me and my freedom fighting buddy “Dan the Man” gave them almost a year ago! It was reading something like a novel directly from the pages from my distant mentor Henry Lamb! In fact it was! I loomed further and he was even quoting Henry, referred to his research and even directed every one to his website for further information! Could the local paper have had an epiphany, could they have seen the light?

A grin now forming from my jowls, a witnessed precarious situation was unfolding and popping into my proportionately large mixed up head! Sort of like having to kiss your lil sister for one of those silly family pictures or sucking a lemon right after consuming a tablespoon of sugar! That reverse of what is expected to happen!

The local paper, I’m sure, has contracted this syndicated, editorial, columnist and agreed to print this article, regardless of what he had to say! You know that long forgotten free speech thang! Needless to say, I believe the paper had no choice but to print the truth about Agenda 21 from this great columnist, thus the sister and lemon analogy!

Not too long ago, Dan and I approached the County Commission about the BCC 2035 Strategic Growth Plan having deeps roots within the United Nations and stunk of Agenda 21 filth! The local paper reportedly called the UNITED NATIONS and shortly offered a story the next day or so completely debunking, mocking and attempting to discredit our efforts! A very clever UN telephone spokesperson offered that they knew nothing of an Agenda 21 plan in Bradley County Tennessee! The reporter then pounced on this, wrote an article the following day and left the impression with their readers that the UNITED NATIONS was unaware of any agenda 21 plans “to rule the world!”

The article went on to explain that all the allegations were false and unduly represented by the local Tea Party fanatics in Cleveland/Bradley County! They went on to say, and I’m again paraphrasing, but said they were unsure of what they were going to do about all these rumors floating around by those radical tea party types! This left me and others the impression they were either going to snuff me out or sue me. Otherwise, the local paper in a failed attempt to embarrass me had “outed” me as perhaps a “domestic terrorist”, a “trouble maker”, “un-American” or at the very least a “crazy” with very little power to defend myself against the very large leftist elite media machine and the great big ole UNITED NATIONS!

Sure, the attention they gave to the UN regarding me and the poor attempt to discredit me could have caused me and my family great harm, fortunately has not to date! I was placed in the crosshairs and given as a sacrificial lamb to arguably the most powerful regime in the world, the UNITED NATIONS by my local press! You know, sort of like you know the mob exists, but you don’t go kissing Don Corleone on the lips, you know what I’m sayin? Huh?

But the same paper that did all that is now printing the same truth I had just divulged a few months earlier and much more eloquently I may add! The same paper that attempted to destroy me is now enjoying a profit on my story! Spouting the same thing that just a few months ago, said didn’t exist! Go figure!

Oh well! Small victories to me are just as sweet as the large ones! I go from pathetic to prophet in a blink of an eye! Thanks for the article! Keep them coming, will enjoy reading and re reading this for a long time!

Editorial afterthought: I have notified nearly every local politician, have given the same “sustainable” book by Henry Lamb to most all of them, have sat down with many of them and shared videos and other literature and have received very little feedback! The Federal grant money has won their hearts I am afraid!

At the Halloween Block party I personally handed Kevin Brooks, State Representative, 24th District a copy and asked him to read it and he assured me he would! I also asked him to halt the ICLEI/Agenda 21/United Nations led Chattanooga Regional Growth Plan, if only temporarily, to further look into what they are up to! To date, as of this article, nothing! No response about either! This is the disconnect of our local politicians to the people they represent that I have been referring to in past blogs! We have got to create change! Change comes from within the machine!

WHAT IS SUSTAINABLE DEVELOPMENT?

It’s been said that over time we can do anything we really want to do. We can eat an elephant if we take it one bite at a time. This is the concept behind a group of elitist people who would like to take over the world, including America, and in the process take our precious freedom from us. Now that sounds like a radical statement, but hear me out and then make your own judgment as to how radical it is. Sometime back a thoughtful reader sent me a booklet titled, “Understanding Sustainable Development – Agenda 21 – A Guide for Public Officials.”
Please note that the concept of Sustainable Development and the danger it poses is directed toward public officials and not so much to ordinary citizens like me, and maybe you. However, after reading this booklet over several times, I felt it was something we all should know about, and then if our public officials won’t act we will know what to do.
First, what is Sustainable Development? As used in this context, it is a “buzz” term that refers to a political agenda rather than an objectively sustainable form of development.
Specifically, it refers to an initiative of the United Nations (U.N.) that took place around 1987 called the U.N. Sustainable Development Agenda 21, the most comprehensive statement of political ideology that is being progressively infused into every level of government in America. Agenda 21 was unveiled in 1992 during the United Nations Conference on Environment and Development, commonly known as the Rio Earth Summit, where more than 178 nations adopted Agenda 21 and pledged to evaluate progress made in implementing the plan every five years thereafter.
This was never authorized by Congress because they used a technique called “a soft-law policy recommendation” not a treaty, and therefore needs no ratification. This was signed off on by former presidents George H.W. Bush and Bill Clinton, so the implementation is occurring on a non-partisan basis. There is far too much information to cover in one column, but it basically comes down to taking away our freedoms by restricting and controlling land use. If you do not think that is important, listen to these words by two other former presidents.
“Private property must be secured, or liberty cannot exist,” said John Adams. “Private property and freedom are inseparable,” said George Washington. And then these words from the Declaration of Independence: “…all Men….are endowed by their Creator with certain unalienable Rights that among these are Life, Liberty, and the Pursuit of Happiness.” Here is the real rub and why we must be diligent to protect our rights and our freedoms: Rights found in the United Nations Charter and the Declaration of Human Rights are NOT granted and rescinded by their creator, but by men. Now that sounds like socialism to me.
Sustainable Development is a plan for global control, including America, using land and resource restriction, social transformation through education and other programs to accomplish this end. This is why our public officials must know about this and combat it if we are to remain a free people. The two key programs are called “The Wild-Lands Project” and its urban counterpart “Smart Growth.” The plan is to eliminate human presence on at least 50 percent of the American landscape and to heavily control human activity on most of the rest of American land. No land — no freedom. It is important for all of us, especially our public officials, to understand the concept of Sustainable Development. Cleveland Utilities to help buy Industrial Park by overcharging you!

The City of Cleveland has committed to 1 million, they are requesting the County to pitch in 3 million and Cleveland Utilities wants to chip in 2 million to assist the City with their 3 million to buy an Industrial Park at an inflated rate from a wealthy businessman who will benefit greatly. Cleveland Utilities chipping in 66% of the cost for the City, sound fishy to you, it does to me?

We live in a monarchy! Our future here in Bradley County is being dictated by a few that stand to have their pockets lined by their “good ole boy” participation! What has this County become? Are our utilities now in the business of city building. At what point do we say this sounds rediculous?

In return for the 2 million, Cleveland Utilities wants 25 acres in the park for a future operations center for its electrical division. Councilman Bill Estes says “I think the County is missing out and Cleveland will be missing out if we don’t develop this land as soon as possible to bring in even more revenue, its not in the County budget. It should be in there. Weve gone on record for 3 million and this is a wonderful overture by the utility board.”

He went on to say the Cleveland/Bradley Development Board, Economic Development Council, Cleveland Board of Public Utilities and Cleveland City Council are all on board with the industrial park.”

“ Where is the County? Where is the leadership in Bradley County to go forward with this project?” Estes further explained.
Let me tell you where the County is on this Mr Estes! The County is listening to the people they represent! The people should be the ones they listen to.

The endless spending as in Washington has got to be reigned in and and foot the bill for your careless spending. Not be high jacked by a few who stand to benefit who are influencing you and your little band of investors. That’s where the County is Mr Estes, and thank God for at least in the moment they have you floating downstream without a paddle and for the most part for years you and your clonies have had your way and have not had to answer to anyone. The gig is up, you are being summoned to be responsible with taxpayer dollars.

Cleveland/Bradley Chamber of Commerce President and CEO Gary Farlow said he was “very pleased with the offer.” Further stating it “softens the impact of the City and the County.” Really Mr Farlow, do you realize what you just said. In case you didn’t, let me explain. You just said this donation of hard earned taxpayer dollars that is representative of inflated electrical bills has “softened the blow” for the City. My god did anyone else catch that?

The former Bob Zeige, ie: now Alan Jones Property is appraising at around 5 million dollars (was previously 6 million, but who is counting), the property was purchased for a fraction of that amount. Someone stands to profit a pretty penny from this endeavor and it aint the taxpayer, in fact the taxpayer is being overcharged on its electric bills and the profit to buy up land from private citizens for use by the local government, this is sooooo wrong on soooooo many levels!!!

Often times in Bradley County as we have noticed in the past, a privileged few with a lot of influence sets the tone for all decisions in Bradley County even at the expense of taxpayers and their wallets. No one seems to be watching after the taxpayer, you and me.

Why do we allow this type of behavior at our expense. How does a government look the other way when the collective of taxpayers are saying “NO MORE SPENDING!”

Where is the message missed when a few “power elite” in our town can get away with anything they want?

It seems most “deals”, “opportunities”, and “deal of a lifetime” are often made before an open public discussion is made and above the heads of its citizenry? Where is the justice? Where does it stop?

Lets get back to the unbelievable idea that Cleveland Utilities wants to purchase “prime real estate” for our local governments use. Is there not a conflict of interest in here somewhere? As far as I can tell many of the “big players” are either kin to each other or have a vested interest in the project! At one point does full disclosure come into factor?

Let me sum this offer up and you tell me if it sounds on the up and up!

We have Bob Zeige farm that was purchased by an individual at a “very good price”, this individual then decidedly and heavily marks this price up for sale to the City, which annexed the property a few months prior so it and the revenue would be brought into the city. Members of the City Council are close kin to the individual who purchased the property from Zeige.

The developers who were appointed by none other than the City Mayor who has strong ties to TACIR, (our ICLEI) a tyrranical NGO- Non Governmental Organization and Industrial Development Board who will politically and financially benefit from the purchase of this property, who are mostly developers, contractors and real estate agents.

The State elected officials who are also promoting this and are seemingly in the Mayors pocket for whatever reason, are bringing in the assorted funding for these characters.

We even have past un-electable politicians walking around throwing what little influence they have on bystanders who may feel they can benefit from this free for all.

We have a present member of City Council who used to be a heavy weight for Cleveland Utilities, who was just appointed to replace a deceased councilman, who is now Im sure driving the influence of his past and present position to influence Tom Wheeler, CEO of Cleveland Utilities, (Mr Grid Smart) to put up 2 million of taxpayer profit so they can buy 25 acres of the property for a future “prime spot” in the new Industrial Park.

Wheeeeeew! Sounds like an episode of “As the world turns.” Amazing, the audacity of our own elitists!!! Bradley County, our elected leaders are leading us into a certain demise. We have to wake up and make a stand for our town! The mistakes of DC is being repeated in Bradley County! The writing is on the wall!

Of further interest, the Growth plan calls for Cleveland Utilities to use their generous profit off of you to “help finance” the new growth through 2035. The City of Cleveland is going forward with the Growth plan leaving the County in a dust path because I feel the County is thinking this huge cost will only hurt us in the future with little return to the county.

The City, with its Tyrannical TACIR representative is dead set on moving forward with this terribly expensive venture come hades or high water to realize his own selfish desire to have a metropolitan type government. This seems very self serving if you ask me and awful unthoughtful to the taxpayer who will be asked to foot the bill to help him realize his “dream.”

Now does this seem like a government that is representative of the people and for the people? Absoultely not!

Our representation has long been forgotten and come election day these guys must be replaced and our city government refueled with an energetic cross section that has our best interest in mind……not their own best interests.

Cleveland Utilities assisting the City of Cleveland with purchasing “inflated” land from a vested individual with your hard earned money sounds awful suspicious and full of insider participation to me.

Im for the most part, not a complex person, but I can see the headlights on this southbound train.

UNITED NATIONS IB Program at Walker Valley High

This is one of many Letters to the Editor that were never published in Bradley County.

Tuesday, April 19th at the 530 pm Bradley County School Board
meeting a concerned, informed citizen with three children in the County
school system. I was denied my rights to address the board about a vote they
were about to cast that may affect my children and many children in the
community. The International Bacculaureate Program is about to be initiated
in our schools with little to no debate with the public, whom will be relied
upon to foot the bill. This program is set to be implemented in one of our
local schools initially, Walker Valley High School! No discussion as to the
facts of this program or where it originated nor the negative impact it may
have upon the minds and psyche of our children. This is another attempt to
indoctrinate my children and yours with moral, spiritual and social values
that I may,for the benefit of my children,not see it as a good fit and
could potentially unravel their existing spiritual structure, further
influencing their thought processes in an already influential social
environment of High School.
If I had been given the opportunity to voice my concerns in a public meeting
I would have told them this before a vote was cast. 1) Costs- In a school in
Wooster Ohio, (graduating an average of 5.5 students per annum) is costing
them annually around 1 million dollars for their IBP (International
Bacculaureate Program) just to maintain the program. IB training costs are a
tremendous burden on any school budget, 1) certification of teachers costs
about $ 1500.00 dollars per teacher to be trained 2) Application fees in the
neighborhood of $ 43,000 dollars, up $ 6,000 dollars from a year ago.3)
Teacher training varies from $20,000.00 to $ 60,000 annually.4) Salaries and
benefits for the “extra instructors”, 5) Reimbursements for IB evaluation
visits at $3,500 per visit, 6) Stipends for the CAS and EE Directors at $ 5
to 7,000.00 dollars, 7) Books and materials for the required courses, 8) IB
coordinators are reccomended at 25 per district.9) Postage to ship material
and recieve materials from all over the world at $ 5 to $ 7,000.00 annually,
10) Salaries for substitute teachers for missing teachers in training, 11)
Test fees per test taken, the national rate and it increases frequently at
96.00 per test as of September 2010, 12) IBDP student registration fees at
$141.00 dollars, 13) Annual authorization through world school, fees of
$10,000 dollars, 14) IB online courses through Pajoma.15) Rumored a 10 year
contract, although specifics of a contract are not widely known. The list
can go on and on!
In review of current data on the IB website and other sources I have seen
the percentage of schools that are publicly funded that have accepted the IB
program is around 93 percent. This is quite a difference in the data given
out at the board meeting by Dan Glasscock. This reflects a lot of tax dollars and the
funneling of alot of money out of our community and into a “Global
Community”. Many of the trends I have seen when IB is implemented in
schools, many students simply move away or are divided by an
over reaching school board attempting to manipulate the environments of our
children. Student buy in after implementation has been low based on the
demands on top of their current curriculum and the reality that their school
workload has just been increased tremendously, thus the 5.5 students
graduating from an IB program at substantial cost.
This program has a tendency, at least in my opinion and my review of the
system to take over a schools current curriculm and further burden it with
the heavy responsibility of accepting this program, because of demands and
time placed on teachers to fulfill the stringent, required oversight that
they are bound to contractually. Despite the stringent courses nationally
the graduation rate is around 60 percent. This is not a reflection of a good
program, this tells me the kids are becoming disinterested and are probably
dropping out or failing at a high rate. As one spokesperson of IB has said
about their program mission statement ” It must be made very clear that the
program does have a major role to play in the school and that intrinsic
values espoused by the IB program are relevant to the whole school”.
“Candidate schools must recognize from the start that this goes way beyond
holding the traditional “annual United Nations celebrations”.
Among the concerns besides cost and curriculum “take over issues”, you also
have the realization that this is a United Nations Program with subsequent
funding and oversight provided by UNESCO. I know this is tough to
swallow and the UNITED NATIONS has no business in our schools. The United
Nations is an international agency that advocates for social justice (what
is yours is theirs), does not follow or recognize or feel that they are in
anyway bound by the Constitution of our country, they practice
collectiveism, pluralism and believe the way of Karl Marx and Socialist
around the world. They also believe in collective human rights and do not
believe in presonal rights or inalienable rights as given us in our
Constitution. As a way of business, IB representatives participate regularly
in UNESCO meetings and allows UNESCO to be the “foot soldiers” for this
takeover of our school system. IB schools are positioning themselves to be
“social engineers” and our own Bradley County School Board is allowing our
children to be “experimental rats” in a Socialist, Facist, Marxist program
with the use of International, Federal, State and Local tax dollars to
indoctrinate our children with “Global views” with Socialist fibers running
all through this program.
To quote Peter Vardy speaking on “Values Education” at the IBO International
Conference in Hanoi, “The IBO needs to stand for a broader approach, in
particular it needs to engage with 1) religious beliefs, 2) ethics and
values, 3) issues of truth, helping people to become fully human” He went on
to say “we need to be helping our young people to be compassionate , caring,
ethical individulals. “This means we will be helping them to make a
distinction between what is right or wrong, just or unjust, true or false,
good or evil.” Dr Ian Hill wrote in a 1996 report to UNESCO of the
international Commission on Education said, “understanding and tolerance of
cultural differences and pluralism is obligating us to an environment of
protection and sustainable development. Dont know about you but I think
instilling values in my children is my job!
We are in trouble Bradley County! Our values, morals and spiritual beliefs
as we know them are in jeopardy! We have invited the “devil” into our
community and we are now going to pay the price for that joint venture. If
you have spiritual concerns, you better, if you feel our children will be
indoctrinated, they will, and with no american values instilled in their
education, free of personal liberty and inalienable rights. We are at a
crossroads! I ask where is the outcry? Where are the Patriots of years gone
by who have witnessed communism first hand and if we were in a different
time and place would be marching on the school board grounds denouncing this
Socialist United Nations invasion on our children and in our school system.
I am dumfounded at the lack of rage, perhaps I am overestimating the
American Spirit, but I love my country and I can no longer just sit back and
watch as she is brought to her knees by a leftist regime that is well intent
on destroying this country from the inside out. People of Bradley County,
this is no longer something you are reading in the papers happening in
another country or nation, this is happening in your back yard with your
children as the target. Will you make a choice to defend your sovereignty or
do we continue being sheep as if to slaughter.
My rights to speak out last night were taken away but your right remains intact.
Lets contact our schoolboard and ask them to not pursue a contract with this
socialist society. We can make a difference, but if you do not speak up, they
will win the battleand our children suffer. Ask the board why they would not
allow a concerned citizen to debate this issue that will take millions out of his
pocket and threaten his way of life. Ask them why they are allowing the United Nations
to come into our schools with this agenda. Stand up Bradley County! Lets be
true patriotic Americans and fight this plan for our schools. Ask them to
withdrawl support for this IB program and its many negative aspects that are
supported with over 60 percent of our Counties budget. Citizen input should
never be squelched by a few who think they know best, lets remind them that
they work for us and as elected officials they should listen to us or be
replaced at the next election.

TACIR! Do Fear!
Cleveland City Mayor Tom Rowland re-appointed to the tyrannical TACIR. Mayor Rowland served previously as Vice Chairman and was appointed by Governor Don Sundquist. Today, Governor Bill Haslam appointed Mr Rowland for a second 4 year term. Governor Haslam praised Mr. Rowland and said “I believe your participation is certain to leave a positive impact on this board and the work it does. TACIR appointments rotate between the Governor, Lt Governor and speaker of the House of Representatives, if that is true then the Mayor got lucky and was appointed two times in a row by the Governor.
From the TACIR website it defines its mission. “The Tennessee Advisory Commission on Intergovernmental Relations was created to monitor federal, state and local governments recommendations for improvements to the Legislature.” It adds, The commission serves as a bipartisan forum for the discussion of intergovernmental issues and may initiate studies resulting in legislative proposals and CONSTITUTIONAL AMENDMENTS. Did anyone catch that? Amendments to the Constitution, just in case the constitution limits anything they may want to do to you! The commission responds to requests for technical assistance from the general assembly, state agencies and local governments.
Rowland went on to say that TACIR has been involved in Cleveland and Bradley County with many projects to include annexation, URBAN GROWTH AREAS, regional jail concepts and regional water supply, among others.The commissions next project is the ongoing debate over water access to Georgia from Tennessee waterways.
State Representative Kevin Brooks, 24th district says he is well aware of TACIRS role in bridging communications between local, state and federal governments, he applauded Rowlands appointment. It is becoming all to familiar to see Mr Brooks name every where there is a smart growth, sustainable community or Agenda 21 issue. His actions should be monitored carefully. After all recently he guided a missle into our community called the “Brownfield” redevelopment project via the HB 1554, that is going to run people out of the downtown area in droves, grab all the downtown land by eminent domain, buy the land from poor downtowners at market price and sell to his buddies to develop relatively dirt cheap, then see a huge increase in your taxes and everyone makes a huge profit off your dime, your tax dollars, then we are stuck with loans, bonds and cost of infrastructure in the 100s of millions if not billions, thanks, but no thanks Mr Brooks and Mr. Rowland. It is time you get called out by your constituency for what you are turning our town into.
Mr Brooks went onto to say that TACIR is one of the most prestigious BRANCHES of state and local governments and to be Vice-Chair speaks highly of Mr Rowland as he is elected by his fellow commissioners (I think he meant to say Councilmen or perhaps the Governor who does the appointing.) Elelcted? No, he is appointed there is no election and if there were an election, Im sure your constituency would have a say so in their election process. And by the way, I have never known TACIR to be a Branch of Government, Mr Brooks this to the best of my knowledge is not a “branch of government” merely a commission formed by a few elected officials that consults the branches of government. Rowlands election, er, appointment to the Vice Chair position is not only an honor for Mr Rowland but for the Cleveland Community as well, says Mr Brooks. Hey I have a novel idea and concept, lets have a mayor that wont raise our taxes and balance a budget with perhaps a surplus. Now that would really be an honorable step in the right direction.The Banner also describes the “other position” Mr Rowland holds and that is as a member of the Homeland Security Council under Haslam, another far reaching organization, I will discuss in another blog.
TACIR has gone on record as supporting the BCC 2035 Joint Strategic Growth Plan. At first glance we thought that TACIR may have a hand in the delivery of the Expensive and expansive Growth Plan but now I am seeing it as perhaps a catalyst and initiator. Mr Rowland should not have the power of a King and call all the shots from a Vice Chair position at TACIR, at the very least this growth plan should have been discussed with the taxpayer and allowed their input and perhaps the facts to be discussed and maybe the vote to approve been left up to the people of Bradley County as they will be bearing the burden of the cost of this multi-billion dollar project. The mayor has said the TACIR report reinforces the work we did on the BCC Strategic Plan, he is referring to an 82 page report giving recommendations on how to resolve many issues in Bradley County, among them water problems and implementation of the Agenda 21 inspired Growth plan.
Recently , according to the website the General Assembly “may wish to appoint a land policy study committee to address the states interest (catch that, the states interest) in land use issues. Let me remind you Mr Rowland you are supposed to be the gatekeeper and keeper away of the bad stuff that may hit Cleveland, your “interest” or the states should not be about what you are going to do with our land. He goes on to say “The BCC 2035 Plan recommends an oversight committee to pursue implementation of this LAND USE policy. TACIR also states that one significant land use issue is that comprehensive planning is optional for local governments in Tennessee. Does this sound optional to you? The Mayor just ranted that it was essential, Corey Divel our County Planner has given presentation after presentation on land use, we have international laws dictating our land use, we have had recent rezoning requests and its going to be optional, don’t think so! Lets just say that it is optional, and they do actually decide to give the taxpayer an option, then lets put it up for a vote, majority prevails.
We keep hearing that “sprawl” is ruining our county, sprawl is eating up our farmland and taking our valuable resources, I hate to inform anyone but these are lifestyle choices of FREE AMERICANS making decisions, purchasing what they want with what they have where they want and when they want. Now, the government is concerned about that land you are inhabiting. Why are you so worried what I am doing with my land. Why should the government have a say so over where I buy land and build a house. Stay out of my personal life, you have no constitutional right to be there.
The TACIR Organization just had a conversation with the State Attorney General about land use and had a pretty open discussions about your land, frankly, a really frightening conversation and TACIR saw fit to have it on their website for all to see just in case you decide you want to tell the Government NO to taking your land, the conversation was a series of questions that he gave his opinion on and it went something like this.I pulled this from the TACIR website:

1) Is it constitutional to place the burden of proof on the party

a) According to the Attorney General, it is constitutional to place the
burden of proof on the party challenging the plan because these are "matters
regarding the creation and expansion of municipal corporations and are,
within the broad constitutional authority vested in the General Assembly in
these matters."

2) Is it constitutional to place the burden of proof on the party
challenging an annexation?

b) In the opinion, it was concluded that it is constitutional to place the
burden of proof on the party challenging an annexation since federal and
state courts have held no equal protection or due process argument can be
made if the annexation statute is properly followed, unless there is some
proof of invidious discrimination.

3) Does a growth plan, by designating different areas as urban growth,
planned growth or rural areas, constitute an illegal "taking" of landowners'
property?

c) Inclusion in the urban growth area, planned growth area or rural area of
a growth plan does not constitute an illegal taking of a landowners'
property under the federal or state constitution according to the opinion.

4) Is withholding funds or grants under this statute unconstitutional?

d) The Attorney General noted in the opinion that it was not aware of any
federal or state constitutional provisions that prohibited the withholding
of grants and loans under Public Chapter 1101.

Question #3 posed to our State Attorney General by TACIR I am assuming, is what scares me most about the statement, according to the AG the "taking of your land" does not constitute an illegal taking of landowners property, WOW! The AG says it is ok via the BCC Strategic Growth Plan to take your property! If you had any doubt about the intentions of the growth plan taking your property, now you have the answer.This is such a travesty and warrants people standing at the courthouse steps demanding a more appropriate answer and accountability by our City Mayor to explain this issue. This scares the bejeebies out of me and should scare you, especially if you are a homeowner.! It worries me on so many levels and it worries me that our community has so many people so closely aligned with such a powerful, tyrannical one minded, socialist think tank, highly regulating and land hungry giant known as TACIR, you scared? DO FEAR!

BCC Strategic Growth Plan or Land Grab?

The City of Cleveland, Mayor Rowland, City Council have voted to recently enact the Growth plan for our City and with a collective pounding of a gavel that has plummeted our city into the most restrictive, highly regulated, highly taxed, most expensive land grab in our Bradley County history, this year. The County has recently tabled a vote on the growth plan to a later date.Your property rights have essentially dissipated and your taxes raised on that property have risen significantly! The Mayor will try to convince you that “our city has the lowest tax rate in the state of Tennessee!” I have heard this to ad nauseam and my answer to that is it may have been true last year, but in the near future, I gaurantee you, will not be true because of this vote. The BCC Growth Plan if you look at it thoroughly, will cost billions of dollars, and if we are implementing a “Vision Plan” for the future with those kind of numbers doesnt it make sense that it will cost you the taxpayer in the form of new taxes?
The Presidents Council on Sustainable Development, a direct result of the United Nations objective Agenda 21, by executive order of then President Bill Clinton the growth plan is being implemented in Bradley County. The PCSD says this about the land grab, land Agenda item 10 (d) 1) Land because of it unique nature and the crucial role it plays in human settlements, cannot be treated as an ordinary asset, controlled by individiuals and subject to the pressures and inefficiencies of the market. Private land ownership is also a principle instrument and concentration of wealth and therefore contributes to social injustice; if unchecked, it may become a major obstacle in the planning and implementation of development schemes. social justice, urban renewal, and healthy conditions for people can only be achieved if land is used in the interests of society as a whole. (3) To exercise such control effectively, public authorities require detailed knowledge of the current patterns of use and tenure of land; appropriate legislation defining the boundaries of individual rights and public interest. (4) Above all Governments must have the political will to evolve and implement innovative and adequate urban and rural land policies, as a cornerstone of their efforts to improve the quality of life in human settlements. Recommendation D.1 Land Resource Management a) Land is one of the most valuable natural resources and it must be used rationally. Public ownership or effective control of land in the public interest is the single most important means of improving the capacity of the human settlements to absorb changes and movements in population, modifying their internal structure and achieving a more equitable distribution of the benefits of development whilst assuring the environmental impacts are considered. (b) LAND IS A SCARCE RESOURCE WHOSE MANAGEMENT SHOULD BE SUBJECT TO PUBLIC SURVEILLANCE OR CONTROL IN THE INTEREST OF THE NATION. D.2 Control of land use changes says in section (b) CHANGE IN THE USE OF LAND, ESPECIALLY FROM AGRICULTURAL TO URBAN, SHOULD BE SUBJECT TO PUBLIC CONTROL AND REGULATION! SUCH CONTROL MAY BE EXERCISED THROUGH 1)Zoning and land use planning, direct intervention (through creating land reserves and preservation areas), legal controls via changes in boundaries, conditioned leases, communal land, public private mixed development enterprises, building and local permits, replotting, fiscal controls ie; property taxes, tax penalties and tax incentives, planned coordination between urban development and the promotion and location of new developments. Recommendation D.3 (b) THE UNEARNED INCREMENT RESULTING FROM THE RISE IN LAND VALUES RESULTING FROM CHANGE IN USE OF LAND FROM INVESTMENT OR DECISION OR DUE TO THE GENERAL GROWTH OF THE COMMUNITY MUST BE SUBJECT TO APPROPRIATE RECAPTURE BY PUBLIC BODIES UNLESS THE SITUATION CALLS FOR OTHER ADDITIONAL MEASURES SUCH AS NEW PATTERNS OF OWNERSHIP, THE GENERAL ACQUISITION OF LAND BY PUBLIC BODIES, Recommendation D.5 (b) PAST PATTERNS OF OWNERSHIP SHOULD BE TRANSFORMED TO MATCH THE CHANGING NEEDS OF SOCIETY AND BY COLLECTIVELY BENEFICIAL! I didnt just quote a communist paper or a Socialist type program from another country. I just quoted from the Presidents Council on Sustainable Development that has been directly influenced by the UNITED NATIONS and by executive order has passed this concept down to our individual communities elected on by our local officials. Our current City Mayor has introduced us to this plan and the council has voted for its inception. You want see this in the daily headlines, mainly because most people would not believe it! The general public and our elected officials of Bradley County doesnt even see the connection, further enhancing the capability of our elected officials to implement these Socialist type programs in our communities! Next time you see the Mayor or its Council tell them thank you for giving away your proprerty rights and increasing your tax burden. Good bye private property, the Government in Bradley County is well on its way to grabbing your land and my land!
