NFRA condemns A21 and comprehensive plan, Bradley County leaders forge on

The National Federation of Republican Assemblies recently made a statement and offered a supporting resolution regarding Agenda 21, Comprehensive planning and land use regulations stating these plans have no respect for the people’s rights to their own property!

This resolution and statement below did not come from a conservative right wing spokesperson or media outlet! This did not come from Glenn Beck or Alex Jones, it came from the NFRA on the heels of a resolution made by the RNC and a bill proposal by Tennessee State Representatve Kevin Brooks to halt and desist the Agenda 21/ICLEI COmprehensive Planning process.

These resolutions are evidence to me that our elected officials are starting to listen the people they represent and are absorbing the enormity of this sinister and diabolical plan to rid our country of it’s sovereignty, inalienable and property rights!

They have now gone a step further and have taken the initiative to call out the groups that are responsible for implementing these “Comprehensive Plans” using the United Nations Agenda 21 model for “sustainable growth.”

The NGOs, Non Governmental Organizations such as the APA-American Planning Association, the Chamber of Commerce (of which holds the number one Consultative Status with the United Nations) Sierra Club and locally, the Cleveland and Bradley County planning offices, the Industrial Development Board, “the SSD gang” (I warned you of months ago), TACIR and the many other boards not representative of the people of Bradley County!

Our locally elected officials continuing to be complicit with the Comprehensive plan is a failure of our local government to constitutionally operate!

This shameful display of cooperation with a foreign entity to destroy our country borders on illegal and is definitely unconstitutional! This blatant disregard for our sovereignty and our mere survivability should be condemned and these complying officials removed from office by the strength of the ballot box.

As soon as tomorrow our County Planners, Mayors and many elected officials in cooperation with ICLEI, McBride Dale and Clarion are presenting a “Comprehensive Plan” to the public using the United Nations Agenda 21 as a directive tool!

This is no longer our elected officials and planners moving forward without notification and ignorance! This is full cooperation with ICLEI, the UN and NGOs setting out to destroy our country, our property rights and our way of life!

The meeting tomorrow, Monday January 30th, from 7 to 9 pm, at the Five Points museum with planners, elected officials and NGOs will be a direct overt act to circumvent the people of Bradley County and will show direct cooperation with a foreign entity to undermine our constitutional republic.

A reminder to readers our County Commission has not authorized this action and have voted for it not to move forward. County Planner Corey Divel has countered that the County has committed to the funding to assist with implementation. But no vote to go forward! The city council and Mayor Tom Rowland have voted yes on the BCC 2035 Strategic Growth Plan.

It will be interesting to see who will show up at this big “visioning” meeting! Who will remain complicit above all sensible warnings, bill drafts and resolutions? Who will the “useful idiots” be that remain committed to this process?

We can no longer stand back as our elected officials give away our country and our county to an agent of an International entity that does not have our best interest in mind. This direct and deliberate violation of our rights cannot be tolerated and all should be held accountable for their actions.

The NFRA, the RNC and most recently our very own Kevin Brooks have presented resolutions and bills to stop Agenda 21. I believe our leaders are beginning to see the Comprehensive Plan, Agenda 21 process for what it truly is. They are now willing to step up to stop it, we should make sure their resolutions and bill proposals and efforts do not go to waste.

The question still remains why is Bradley County, Tennessee still going forward with this costly and unconstitutional plan? Why are our Mayors and select elected representatives still moving forward when leaders in the nation and many within their own parties are saying halt.

Read below, look closely at it’s content and then tell me we have nothing to worry about! The nation sees it, some of our elected state officials, a few local guys see it, but, why are our planners and mayors still moving forward?

I am afraid it is the lust and lure of the mighty federal tax dollar and the selfish pride of not wanting to admit they were wrong. Then sprinkle into the equation the thought that some may be in deeper than we think and can’t get out even if they wanted. I think now you can begin to see a little more clearly!

NFRA RESOLUTION OPPOSING UNITED NATIONS’ COMPREHENSIVE LAND USE PLANNING
WHEREAS, the National Federation of Republican Assemblies recognizes that the pillars of freedom and liberty are life, liberty and property. As such, we seek to identify those candidates that understand and support these same noble characteristics of our great nation and that it is the combination of these truths that makes America “exceptional”; and
WHEREAS, some little known facts about comprehensive land use planning, known as Agenda 21 include, but are not limited to, the following:
The UN’s Agenda 21 was revealed to the world at the Rio Earth Summit II in 1992;
Agenda 21 was signed into soft law in 1992 and requires only administrative approval and not legislative approval;
The UN’s Agenda 21 was granted administrative approval when President Clinton, through Executive Order, created the first President’s Council on Sustainable Development;
The President’s Council on Sustainable Development created the domestic plan known as “Sustainable America”;
Official non-Government Organizations known as NGOs are certified through the UN based on their compliance and willingness to institute UN created policies like Agenda 21 and the “Wildlands Project”. Examples of NGOs include, but are not limited to: the Sierra Club, U.S. Chamber of Commerce, American Planning Association, and ICLEI – Local Governments for Sustainability; formally known as the “International Council for Local Environmental Initiatives.”;
GATT, NAFTA and other trade agreements also contain components that are derivatives from the economic components of Agenda 21;
Income redistribution as a form of “economic justice” is a tool to be used by Agenda 21;
Agenda 21 is anti-property rights;
The terms “Sustainable Development”, “Smart Growth”, “Comprehensive Land Use Plan”, and “Sustainable Agriculture” are domestic equivalents of Agenda 21; and
The Global Biodiversity Assessment Report identifies private property ownership, single family homes, traditional agriculture, and consumerism as “unsustainable.”; therefore be it
RESOLVED, that we, the National Federation of Republican Assemblies (NFRA), oppose the nondomestic policies of Agenda 21 based on failure to recognize private property rights as one of America’s cornerstones of freedom and liberty; be it further
RESOLVED, that Article one, Section ten of the Constitution prohibits any State or subordinate governmental body from contracting with nondomestic entities such as ICLEI; and be it
RESOLVED, that the NFRA shall not endorse a candidate or elected official including the office of President that refuses to oppose the same.

Agenda 21: Sally Absher TN State Executive Committeewoman speaks up about Agenda 21

It was only a matter of time before our politicians would finally see the light. The RNC, the GOP, select Democrats and State Executive Committeewoman Sally Absher are now speaking loudly and are talking about the dreaded Regional Growth Plan and it’s close ties to Agenda 21.

Also on board recently and sounding the alarm is Tn State Executive Committee Woman Peggy Lambert and State Senator Jim Summerfield!

On the flip side, the opposite is true in Bradley County and the region! Chattanooga/ICLEI/Recalled Mayor Ron Littlefield/Beth Jones/Bradley Planner Corey Divel/Mayor Gary Davis/Mayor Tom Rowland/State Representative Kevin Brooks and many others in Bradley County are still pushing the Agenda 21 Growth Plan as the “plan of all plans” despite warnings from within their own party!

Please stay tuned and read the letter below from Sally Absher! You will clearly see the line of demarcation that is continuing to divide our state! Some continue to move forward, while others like Sally, Peggy and Jim are attempting to halt it!

I can’t figure why the “powers that be”, the decision “makers and shakers” of this huge unconstitutional tax burdened, highly regulated, land grabbing growth project are still moving forward as fast as they can while their State Executives and the RNC are saying halt!

On the other hand, I believe I do understand! As a father of three, I think I am qualified to make this judgement call. They are acting as a child in a candy store wanting that one piece of candy they can’t have. In this case that one big federal grant, and they are lying on the floor, on their back and are kicking and screaming, “Daddy told me if I was a good boy, I could get that piece of candy or in this case a few measly million dollars of grant money, and I’m gonna lay here and resist till I get my way!” “Because the Mayors are saying its good for the local economy!!!”

It is obvious to me that special interest, lobbyist, the PPPs and the NGOs have got our politicians ear, not the parties that are representative of the people! This is the sadness of all this!

We are witnessing the slide of our political machine that is supposed to be representative of the people, melt off into the abyss! Our local, State and Federal bureaucrats have let the proverbial cheese fall off the cracker! The lust for money, the promise of power, greed and a misdirected plan has hijacked our local representatives and are unfortunately are influencing their decisions!

They are no longer representatives of the people but are minions, stooges, dare I say, “useful idiots” of an International Socialist engineering scheme that has captured and took over any decision making skills they may have had!

I feel sorry for the whole lot! Can you imagine where they are now! They have gone from, in a very short time of being the hero, the bringer (if that’s a word) home of the big piece of the pie to the persons who are now being held responsible for engineering the scheme that makes us a socialist nation with bigger plans for the eventual takeover of our country by a New World Order!

Now because of their poor leadership, people in their districts will soon be living in POD communities, stacked in little HUD houses, looking begrudgingly at the next scourge that may wipe out parts of the population so that we can be sustainable!

Because of these elected people, we are now living in highly regulated, annexed and expanding Urban Growth Development areas while assisting the UN in decreasing sprawl and living around uninhabital land reserves placed within a color zone!

We gotta annex so we can get those extra tax dollars from the ones we represent, you know!

In the meantime, we are witnessing the greatest loss of our freedom and sovereignty by land grabs and horrendous land use regulations of our time?

Can you imagine why they are not backing down after numerous calls from their leadership? It’s a pride thing now, we are in way too deep! Turning around now would mean they were right and I was wrong!

I believe honestly they would rather go to their grave knowing they destroyed our country than acknowledge that they were wrong! I see the quandry, I understand, I feel the pain, I really do! But it’s high time to do the right thing and reverse course! I understand feeling you are too deep into this diabolical international plan to turn tail now! But we must be realistic here!

I feel it is time to make it right and save face! I must either forge on or I must get slapped in the face with a big ole piece of humble pie!

Dont be that “useful idiot” too proud of this Regional project to ever save face. Its time to put on our big boy panties, suck it up, be a big man and admit to wrong doing and change course!

I can’t imagine a representative of the people continuing to fight till the last breath against cries from within their own party or from their constituency, but I imagine there is a few that will!

This house of deception is crumbling fast as more and more people are seeing it’s real intent! I would not personally want to be still holding the bag when it collapses!

Many lives are being directed into your imperfect storm! It’s time to guide them to safety! Let’s disassociate with ICLEI and shove off this International inspired growth plan, watch the free market take care of this growth thing all by it’s self with the best interest of the people in mind!

Don’t be that adult child that screams and pitches a fit long after they have been told “no!” Be the man or woman you were elected to be and represent the people!

Dear SEC Members, County Chairs, Young Republicans, College Republicans, and others,

First I would like to thank Peggy Lambert, our RNC Executive Committeewoman, for her report last Saturday in which she identified “the social engineering program known as Agenda 21” as one of the top issues for the RNC this year. This is a very complex topic, and there are many components to the UN’s Agenda 21, from education policy to restricting rural development to “smart growth” in our urban areas. But the two areas that impact citizens across the state are the policies that affect the rural areas, and urban areas of our counties. We have seen an explosion in “Comprehensive Plans” – some at the county level, some encompassing multiple counties or even extending across state lines, as with the Chattanooga area’s 16 County 40 Year Plan. It is up to us to dig beneath the surface, and expose the over-reach of government and the waste and abuse of tax dollars to support these programs. Please understand – I am all for conservation and being a good steward of the resources the Lord gave me. What I am against is restriction of personal property rights and government making decisions on where people can live, work, and how they can get around in their community.

I have attached two fact sheets that will quickly bring you up to speed on the basics, as well as a figure showing the state of Tennessee from the stimulated reserve and corridor map that Dr. Michael Coffman drew up based on the Global Biodiversity Assessment Report and the US and UNESCO Man and Biosphere Program (google these). What you need to know is that this is the end plan, unless we stop this now. As with most incremental plans, this won’t happen all at once, but ultimately, red areas will be completely off-limits to all human activity, yellow and green areas are limited use areas (agriculture, etc. – for now). All people will live inside the black dots on the map, in “stack ’em and pack ’em” high rise apartments. No lake houses. No mountain cabins. No suburbs. You can also search YouTube for the video “Agenda 21 for Dummies” – about 9 minutes long. It’s a little dated and the ending is a bit hokey, but it is a good introduction to some of the national figures who have been in this battle for the past 20 years.

This is a lot of information to toss to you at once. There are several good speakers on this topic across the state, so if you would like for someone to make a presentation to your GOP club or organization, please let me know and I will help you get that set up. Another thing to remember is that this is a non-partisan issue (or maybe it is a bi-partisan issue). George H.W. Bush signed the agreement at the Rio Conference in 1992; Bill Clinton created the President’s Council on Sustainability; Mayors and Governors of both parties embraced these programs in order to receive federal grant money, and Barack Obama (along with the EPA) is pushing the pedal to the metal as far as implementing this. EO 13575, which established the White House Rural Council. This should be of concern to everyone who lives in a county with rural areas. It will be to the GOP’s advantage to get out in front of this quickly, but don’t hesitate to try to educate democrats as well. You might want to check out Rosa Koire’s book “Behind the Green Mask: UN Agenda 21” available at Amazon for $14.37.

My apologies to the folks in the Chattanooga area who already received some of this information! Thanks for taking the time to learn a bit about this, and again, I urge you to do a search on the computer for “sustainable development” and your county or city. Or “comprehensive plan” and your county or city. You might be surprised by what you find!

Conservation Easements (CE’s): Read the fine print before you sign

Bradley Countians beware of the latest tool to grab your land by Conservation Easement! A plan that at any given time could turn on you and rip your property rights away from you in a minute! Sure, as they say it is all voluntary and its all up to the property owner to do what they want with their own property! The individual should have the right! Right?

Just as the property owner does indeed have the right, the trickery is in the vagueness in the wording of the contract that can come back and bite that person in the backside a few years down the road!

Think about it? Why do you need a Land Trust to have control of your property? Why is their this big push by these private entities acting as government officials to claim the rights to your land? Can’t the owner simply keep his or her property rights and simply tell his heirs what they want to do with their land by deed! After all you can’t touch my land anyway without my approval! Its the money and the small tax break you may get! Isn’t it funny that so little money can make you give up the farm for a false security which is man made and can never be regained once lost! Read the fine print before you sign

A basic Constitutional tenet of private property ownership in America is the landowner’s right to determine the use and disposition of his or her land. This ownership gives the property owner the right to occupy, use, lease, sell, develop, and deny public access to his or her land.

Today, landowners can lose these rights simply by signing a ‘standard’ or ‘model’ conservation easement (CE) offered by ‘nonprofit-environmental-friendly’ land trusts, NGO environmental organizations, or government agencies unless the easement has been worded to protect the landowner’s rights.

The growing number of land trusts

In the early 1950s, there were some 50 land trusts in the U.S.  Today, there are more than 1,700.  Among the largest are the:
Nature Conservancy (TNC),
American Farmland Trust (AFT),
Conservation Fund, and
Trust for Public Land.

Land trusts exist to remove private property from production
They do this by acquiring ranch, farm, forest, or other private land either through donation, purchase, or by acquiring CEs to property as well as water.  They act as unofficial arms of government agencies—third party intermediaries or ‘land agents’—and routinely flip (sell) donated as well as purchased land and CEs to these government agencies.  When they do, they’re paid with tax dollars which, in turn, are used to purchase more private property.

In 1994, the Government Accounting Office reported approximately 61 percent of the Trust for Public Land’s operating revenue was gained from the sale of donated land.

In 2001, the U.S. Forest Service and TNC signed a five-year ‘memorandum of understanding’ to ‘protect the land’ from things like ‘invasive species’ which, according to some eastern congressmen, includes cattle that graze federal land even though their owners pay the government a per unit (head) fee to graze it.

That same year, government officials at Fort Huachuca, Arizona, made available to the TNC several million dollars to acquire water rights from private property owners around the base through the use of conservation easements.
Primary recipients of land trust acquisitions are the Fish and Wildlife Service, the National Park Service, and the U.S. Forest Service.

Government already owns almost half the land in America.
Why land trusts are used to acquire land for the government
Government agencies are prohibited by the Constitution from buying land within a state unless the sale is approved by that state’s legislature—a pesky, time-consuming process that usually has to withstand legislative scrutiny and public debate as the Founders intended. Article I, §8, 01.07 of the Constitution states that:
[Congress is authorized] “…To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of Particular States (emphasis added), and the Acceptance of Congress, become the Seat of Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be (emphasis added), for the Erection of Forts, Magazines, Arsenals, dock-Yards and other needful Buildings…”

Once fed agencies gain control of private property, they have difficulty maintaining it.  The reason being the money to purchase the land comes to them unearned in the form of tax dollars.  In April 2002, the Department of the Interior’s Inspector General estimated the agency had an $8-11 billion dollar maintenance backlog affecting land and facilities it already owned.

Lester Thurow gave a good explanation why this happens in 1986 when he wrote:
“… government ownership of production fails because it cannot answer the   question:  Who should stay up all night with a sick cow?

“In America, it’s the owner. In a socialist country, the answer isn’t clear and is often—no one.”
Land trusts operate with few restrictions
Land trusts are under few restrictions when it comes to landowner transactions. They:
Buy targeted land (a ranch, farm, or private property location) for federal agencies when it becomes available; then hold the land until the agency that wants it has the tax dollars to buy it.
Provide what appears to sellers an alternative to having to deal directly with government agencies.
Are not required to buy a real estate license or provide full disclosure of their transactions.

Can be less than forthcoming about their agenda when signing up  ‘willing sellers’; often conducting their ‘real estate transactions’ in a manner that best suits their causes and goals.
Are generally accountable only to their boards.
Mostly are immune from civil and criminal litigation due to hold harmless clauses in their ‘standard’ or ‘model’ CE agreements.
Congress won’t check these land trusts.

Conservation Easements take private property rights away from landowners

A normal easement by a landowner usually grants a right to someone to do something on the landowner’s property; but a conservation easement gives away the landowner’s rights to do something on his or her own property.

Land trusts and environmental groups regularly use conservation easements to take control of private property.

Read the fine print before you sign a CE

If a landowner is seeking a CE to reduce taxes on a part of his or her property, then he or she must make sure the easement agreement meets the required IRS codes.
To meet IRS requirements for a tax deduction, the CE must include the following:
Be granted in perpetuity (forever) to a government agency or ‘nonprofit’ land trust or organization,
Prohibit all surface mining on the easement, including oil and gas exploration, and
Allow public access onto the easement if the leaseholder—the party with whom the landowner signs the easement agreement—so specifies.

Beware the ‘standard’ or ‘model’ CE

‘Standard’ or ‘model’ CEs offered by government agencies, land trusts, and environmental organizations to landowners as a means to reduce taxes can later lead to problems if landowners sign the agreement without fully understanding its contents. For example:

Their children and their heirs are bound forever by what’s written into the CE.
They can’t build, drill, or put a road on the CE without the leaseholder’s permission.
They can’t lease or sell the CE to another party.
They can’t develop the CE.
They’re still responsible for taxes on the CE.
They’re still responsible for the upkeep, maintenance, improvement, and financial support for the CE.
Leaseholders can enforce CE requirements
Many landowners don’t realize the recipient of their CE—their leaseholder—becomes the fulltime landlord and dominant partner over their easement land after a ‘standard’ or ‘model’ CE is signed.  Plus, the leaseholder can enforce the requirements of the CE on the landowner and has the authority to:
Review and approve the landowner’s activities on the CE,
Monitor the landowner’s ongoing use of the CE and visit the property any time to ensure all CE restrictions are being met, and
Legally enforce the CE’s restrictions on the landowner if the leaseholder feels they aren’t being met.
CEs affect the value of private land
The value of CE land—other than that realized through a reduced tax rate on the CE property—drops dramatically once the CE is signed.
It becomes difficult—if not impossible—to borrow against CE land because avenues for foreclosure are extremely limited for the lender if there’s a default on the loan.
Title insurance on CE land becomes difficult to obtain.
Developers are hesitant to buy land attached or adjacent to a CE
A landowner’s CE can be conveyed
The easement holder—the party or organization with whom a ‘standard’ or ‘model’ CE is signed—can convey a landowner’s easement to a third party without the landowner’s permission.
The landowner has no control over the boards that govern either the actions of his or her easement holder, or the third party group to whom the CE is conveyed by the assignee.
Vague terms in a CE can be costly

Lease holder boards can and often do interpret vague, general terms and wording in  ‘standard’ or ‘model’ CE agreements in ways that help their (environmental) organizations meet goals and agendas; thus putting the landowner at the mercy of the officials who govern his or her CE.

An example of a vague, general term is the phrase “…no use inconsistent with the conservation purpose of this easement…”
This harmless-sounding statement purposely leaves the door open for leaseholder boards to change the interpretation of what’s allowable on a landowner’s CE, and can put his or her heirs in court with the leaseholder.

Litigation can be expensive

Litigation resulting from ‘standard’ or ‘model’ CEs can be costly for landowners in face-offs with organizations like the Trust for Public Land or TNC who stay flush with tax dollars from:
Land sold to government agencies,
Tax deductible donations from multi-national and Fortune 500 corporations, and
Donations from wealthy individuals and endowed charitable trusts friendly to environmentalists.
Extensive litigation usually follows, but if the CE wasn’t worded to protect the landowner to begin with—and it has been signed—then he or she usually is out of luck.
Other situations can arise after a ‘standard’ or ‘model’ CE is signed.
For example, a state highway department may want to condemn a portion of the CE for a new road right-of-way.  When they do, they normally pay the lower value of the land that resulted after the CE was signed.

Then, once the road is in, the landowner cannot—unless it’s written into his or her CE—put in a business, franchise, or gas station alongside the new road because the standard easement rules will still apply to the remaining land.

Advice for landowners considering CEs

Get good, solid legal advice from an experienced real estate transaction lawyer.
Draft the CE in specific, limited terms that will protect your rights.
List the terms and length of the easement.
Draft the easement so that you are the dominant estate partner in the agreement.
Write into your CE a no assignment provision.  In other words, the organization with which you’re signing the CE must have your permission before they assign your easement to a third party.
Strike any hold harmless language or clauses in the CE that the organization wanting the CE seeks. For example, The Nature Conservancy and other land trusts often want you to indemnify them in the CE with language or clauses. Don’t!

Get good accounting advice as well.

If a landowner feels it is in his or her best interest to sign land over to an organization, then the landowner should:
Get good accounting advice and make sure the CE meets the required IRS codes and regulations for a tax deduction before the agreement is signed.  The landowner—not the recipient of the CE—is responsible for this.
Pick a good organization with whom to sign a CE.  Environmental groups and land trusts are not landowner friendly.
There are other ways to reduce your property and estate taxes. Find a good, experienced, estate tax attorney, sit down with him or her, and explore your alternatives.
Finally, a landowner needs to look at two layers within his or her CE.
Will your CE partner accept your terms for the easement?
Will the IRS accept your CE and allow you the deductions if reduced taxes on your property is one of your goals?
If the answer to either of these questions is no, then a landowner needs to re-examine the CE he or she is about to sign.

Pathetic to Prophet! Not really but it sounds good in a headline! Eating that elephant one bite at a time! That is the proper technique for exposing and destroying the huge albatros known as Agenda 21! The stealthy but large mammal is making it’s way into every facet of Bradley County, the Region through every corridor in the State of Tennessee, to the nation! And our local and state officials are still ignoring that it exists!

From little “county smart sustainable growth plans” to “moderate Regional plans” to large federal involvement, we are seeing our once great country conquered, divided and destroyed by Socialist dead set on seeing your private and intellectual property, your divine God given rights, your sovereignty given away by a herd of politicians dead set on “getting that federal grant money” in exchange for your freedom!

Agenda 21 is real Bradley County and the rest of the nation! People are slowly awakening to this reality and little by little the moo mentality within our own local commission and council, general public is slowly turning to favor my stance against this diabolical plan to rule the world by convincing the local policy makers with a local agenda 21 focus!

Yesterday, I went to the local grocery store and briskly walked in to collect the evening meal for my family, purchased a copy of the Cleveland Daily Banner and flipped quickly to the editorial section, I believe page 16, top of the column, I see the ominous words “Sustainable Development.” My heart raced, my imagination stirred!

Will I be reading once again, a failed attempt at the paper to discredit me or call me a kook, have they dialed up the UNITED NATIONS again and attempted to thwart the work of a few patriots in this town trying to save Bradley County and the Region! Perhaps, a scathing article announcing a find that Agenda 21 is a hoax, a fake Socialist program dreamed up by local Tea Party types and “crazy freedom lovers” gaurding their great Republic from a Socialist Leftist Regime sent down from Washington DC?

Nope! It was a time for me to smile! Within the pages of the local newspaper was a very satisfying article chocked full of the same information that me and my freedom fighting buddy “Dan the Man” gave them almost a year ago! It was reading something like a novel directly from the pages from my distant mentor Henry Lamb! In fact it was! I loomed further and he was even quoting Henry, referred to his research and even directed every one to his website for further information! Could the local paper have had an epiphany, could they have seen the light?

A grin now forming from my jowls, a witnessed precarious situation was unfolding and popping into my proportionately large mixed up head! Sort of like having to kiss your lil sister for one of those silly family pictures or sucking a lemon right after consuming a tablespoon of sugar! That reverse of what is expected to happen!

The local paper, I’m sure, has contracted this syndicated, editorial, columnist and agreed to print this article, regardless of what he had to say! You know that long forgotten free speech thang! Needless to say, I believe the paper had no choice but to print the truth about Agenda 21 from this great columnist, thus the sister and lemon analogy!

Not too long ago, Dan and I approached the County Commission about the BCC 2035 Strategic Growth Plan having deeps roots within the United Nations and stunk of Agenda 21 filth! The local paper reportedly called the UNITED NATIONS and shortly offered a story the next day or so completely debunking, mocking and attempting to discredit our efforts! A very clever UN telephone spokesperson offered that they knew nothing of an Agenda 21 plan in Bradley County Tennessee! The reporter then pounced on this, wrote an article the following day and left the impression with their readers that the UNITED NATIONS was unaware of any agenda 21 plans “to rule the world!”

The article went on to explain that all the allegations were false and unduly represented by the local Tea Party fanatics in Cleveland/Bradley County! They went on to say, and I’m again paraphrasing, but said they were unsure of what they were going to do about all these rumors floating around by those radical tea party types! This left me and others the impression they were either going to snuff me out or sue me. Otherwise, the local paper in a failed attempt to embarrass me had “outed” me as perhaps a “domestic terrorist”, a “trouble maker”, “un-American” or at the very least a “crazy” with very little power to defend myself against the very large leftist elite media machine and the great big ole UNITED NATIONS!

Sure, the attention they gave to the UN regarding me and the poor attempt to discredit me could have caused me and my family great harm, fortunately has not to date! I was placed in the crosshairs and given as a sacrificial lamb to arguably the most powerful regime in the world, the UNITED NATIONS by my local press! You know, sort of like you know the mob exists, but you don’t go kissing Don Corleone on the lips, you know what I’m sayin? Huh?

But the same paper that did all that is now printing the same truth I had just divulged a few months earlier and much more eloquently I may add! The same paper that attempted to destroy me is now enjoying a profit on my story! Spouting the same thing that just a few months ago, said didn’t exist! Go figure!

Oh well! Small victories to me are just as sweet as the large ones! I go from pathetic to prophet in a blink of an eye! Thanks for the article! Keep them coming, will enjoy reading and re reading this for a long time!

Editorial afterthought: I have notified nearly every local politician, have given the same “sustainable” book by Henry Lamb to most all of them, have sat down with many of them and shared videos and other literature and have received very little feedback! The Federal grant money has won their hearts I am afraid!

At the Halloween Block party I personally handed Kevin Brooks, State Representative, 24th District a copy and asked him to read it and he assured me he would! I also asked him to halt the ICLEI/Agenda 21/United Nations led Chattanooga Regional Growth Plan, if only temporarily, to further look into what they are up to! To date, as of this article, nothing! No response about either! This is the disconnect of our local politicians to the people they represent that I have been referring to in past blogs! We have got to create change! Change comes from within the machine!

WHAT IS SUSTAINABLE DEVELOPMENT?

It’s been said that over time we can do anything we really want to do. We can eat an elephant if we take it one bite at a time. This is the concept behind a group of elitist people who would like to take over the world, including America, and in the process take our precious freedom from us. Now that sounds like a radical statement, but hear me out and then make your own judgment as to how radical it is. Sometime back a thoughtful reader sent me a booklet titled, “Understanding Sustainable Development – Agenda 21 – A Guide for Public Officials.”
Please note that the concept of Sustainable Development and the danger it poses is directed toward public officials and not so much to ordinary citizens like me, and maybe you. However, after reading this booklet over several times, I felt it was something we all should know about, and then if our public officials won’t act we will know what to do.
First, what is Sustainable Development? As used in this context, it is a “buzz” term that refers to a political agenda rather than an objectively sustainable form of development.
Specifically, it refers to an initiative of the United Nations (U.N.) that took place around 1987 called the U.N. Sustainable Development Agenda 21, the most comprehensive statement of political ideology that is being progressively infused into every level of government in America. Agenda 21 was unveiled in 1992 during the United Nations Conference on Environment and Development, commonly known as the Rio Earth Summit, where more than 178 nations adopted Agenda 21 and pledged to evaluate progress made in implementing the plan every five years thereafter.
This was never authorized by Congress because they used a technique called “a soft-law policy recommendation” not a treaty, and therefore needs no ratification. This was signed off on by former presidents George H.W. Bush and Bill Clinton, so the implementation is occurring on a non-partisan basis. There is far too much information to cover in one column, but it basically comes down to taking away our freedoms by restricting and controlling land use. If you do not think that is important, listen to these words by two other former presidents.
“Private property must be secured, or liberty cannot exist,” said John Adams. “Private property and freedom are inseparable,” said George Washington. And then these words from the Declaration of Independence: “…all Men….are endowed by their Creator with certain unalienable Rights that among these are Life, Liberty, and the Pursuit of Happiness.” Here is the real rub and why we must be diligent to protect our rights and our freedoms: Rights found in the United Nations Charter and the Declaration of Human Rights are NOT granted and rescinded by their creator, but by men. Now that sounds like socialism to me.
Sustainable Development is a plan for global control, including America, using land and resource restriction, social transformation through education and other programs to accomplish this end. This is why our public officials must know about this and combat it if we are to remain a free people. The two key programs are called “The Wild-Lands Project” and its urban counterpart “Smart Growth.” The plan is to eliminate human presence on at least 50 percent of the American landscape and to heavily control human activity on most of the rest of American land. No land — no freedom. It is important for all of us, especially our public officials, to understand the concept of Sustainable Development. ” 12 month grassroots property tax plan” introduced to Bradley Countians

Ok! I’m going to say what I have ridiculed my teenagers for having said on many occasions, but I will admit now I know why they say it! OMG! Oh My Gosh! For lack of a better word it kinda fits when you really don’t know what else to say!

The Bradley County monthly tax plan to repay your taxes! A “12 month payment plan” has been devised to help you pay your taxes so you will not get behind and lose your home, thus avoiding that lump sum at years end!

They are calling this a grassroots plan, a plan that has no other alternative! When I think grassroots, I generally think about something besides a “government courtesy plan as a way to pay your taxes!” Im odd like that I guess! Oh well!

We thought the airplane or the diesel engine was a good thing? Not hardly! County Trustee Mike Smith has rolled out the highly popular, highly sought after 12 month tax payment plan that is going to save the county from bankruptcy!

Those taxes you owe, guess what? They have become so darn expensive we are going to let you cut it up into 12 monthly payments and make little ole bitty payments so your tax burden won’t seem so large! After all for that tax burden of 1200 dollars a year is NOW only 100 dollars a month! Seems like a real steal when you think of it this way! Who would not rather pay 100 dollars a month instead of that big ole year end payment of 1200 dollars, whew, this grassroots movement is already making my payments manageable! Thank you trustee Smith! I am so glad the government has got my back! (please note if the sarcasm is a little heavy, close the page I guess and read something else)

Just think when that monthly payment gets raised to 150.00 dollars a month you will hardly notice! Who ever said the government is out of touch with the general populace have never seen this plan, duuuuuh!

The reason this “grassroots” movement is so awesome and so largely popular with the taxpayers (less than 300 are enrolled, but growing) is the government can throw in a big ole tax increase and you will barely recognize it, in fact in a few years those monthly 100 dollar payments will seem like a god send when they finally put that debt burden on you to support all the multi billion dollar plans our elected officials have for you, but have no way to pay for them!

Where else but in America can you lose your job at (the current rate for Bradley County close to 10 percent), get an unemployment check and still be asked to take from that measely check or even take from a side job where you put on a roof all day just to sustain life and yet make a monthly payment on your taxes just to keep your home! Think about how helpful the government is being to you with this truly grassroots payment! Taking food from you and your kids mouths (truly a grassroots movement) all the while paying that little bitty 100 dollar tax payment a month! Wow! Thanks guys, you are A OK!

I am starting to get warm all over and my brow is damp with perspiration from the gratitude I feel that this grassroots plan has helped me tremendously! I will never be able to thank you enough! Wow!

Thank God for this “grassroots” movement to allow you to pay in 12 month increments instead of one big payment at years end!

I’m telling you Bradley County, without the local government working with you so diligently and out of respect for your property rights, you might lose that house you grew up in!

Kudos out to all the people in government who are taking care of us! A great big hug to all the government bureaucrats that have “your” best interests in mind! The giving hand of our local government never quits extending that hand of caring! I get goose bumps every time the federal, state or local government wants to help me with paying my taxes!

Thank you Mr Smith for helping me help you reach your year end goal of collecting enough money to meet your year end goal of revenue for the County! I am so glad this grassroots connection is working out for you, of course so you can help all the citizens out who are paying out way too much money already in the form of taxes!

Keep working on all these plans! Someone somewhere is very proud of your effort! Who knows you may even get an award at the end of the year as tax collector of the year, shoot, maybe even a few of our state representatives will then come and ask you for some of that free money so they can build something else in Bradley County to promote something else we don’t want so an ego can be stroked so everyone will feel good around Christmas! For now Bradley Countians enjoy the lower tax burden, because it is fixin to go through the roof! Do you see the pattern? With every hand of assistance you get from the government, it’s one more dollar they want to pull from your paycheck!

Congress can take your tax dollar inscribed “In God we trust” but cant wish you “Merry Christmas?”

I am increasingly becoming all to aware that someone is running this country does not need to be there!

What is this country coming to when sending in your tax debt with “In God we trust” inscribed permanently on it and my Congressman cant send me a “Christmas card” with that same money I just sent my taxes in with?

Why have we been castrated by a few elitists? Why do we cow tow to this simple minority who are dictating to the majority the rules? It doesn’t sound sensible to me?

Where are all the real men and women that should be standing up and saying “Stop the madness?” Where are they? Did they get snipped and go into hiding?

You would think that someone in Congress currently would say, ok with near single digit approval ratings, “Americans”, many Cbristian Americans are overwhelmingly shouting, saying we are not doing something right here, we need to change course and fast!”

It would be so refreshing to hear one elected politician at any level say, “Enough is enough!” Near 90 percent of the American people we represent say, “time to do something different!” We are not well liked out there in district land!”

Not a single one, at at any level is willing to make that stand! I long for that one elected official to say “Today, ladies and gentlemen, we have heard you. We are standing up for your rights! Starting today, we are going to start listening to the majority of you Americans who still love this country, we are no longer going to be advised by a few vocal minority that are dead set on destroying this country!”

I would even like to hear it in an official commercial, with band music in the background, lightly playing the star spangled banner, perhaps in a John Wayne voice over, drums come to crescendo, and that voice says loud and boldly, In America, liberty will stand, we are starting today taking our country back from the few elitist, moronic leftist minority! Enough is enough! We are fed up and we ain’t(yes, I said ain’t) gonna take it no more!” What? A guy cant dream and wish this would happen? Would that not be the sweetest sound? Can you imagine the amount of people that would stand and cheer and watch as Nancy, Harry and Barrys hair gets blown back by the collective “whoosh” of air from millions sending that message? I’m getting chills just thinking about it!

Sadly, it’s only a dream, a wish! Will anyone stand up or is it time to elect people that will?

Our people will have to awaken from this sleep that has attacked them first! No change will be created until enough people are hurting and suffering I am afraid!

Soon and very soon I want to watch begrudgingly of course, the eyes of many AmericAns when they finally do wake up and say, “hey, wait a darn minute here! What happened to that great country we used to know? Why didn’t someone tell me?”

What has our country been turned in to?

What about the taxpayer that wants a “Christmas” card and not a “Holiday” card! I’m sure the numbers far outweigh the ones who may be offended by the word “Christ” on a greeting card!

Where are all the Christians on this issue? Where are the Americans? Why are the churches silent on this issue? Why are all the politicians silent? What happened to our backbones? Why do we deny Christ inside the government that is supposed to representative of the citizenry? Why are a vocal minority able to make and implement all the policy? One, I think our Reps have become spineless, two, yes, Im sure they will lose their “tax status” all the while, they lose their “freedom of religion or free speech”, three, Im sure castration hurts! I can’t figure this one out! Or maybe I did figure it out and I am in denial!

Anyway, I can still express my freedom of speech and while I still can without being fined by my government or placed in jail, I am going completely out on the edge here…………here goes…………MERRY CHRISTMAS TO ALL AND MAY ALL YOUR CHRISTMASES BE BRIGHT! Congressmen Can’t Say ‘Merry Christmas’ in Mail

Looks like the PC police have threatened members of the House of Representatives against wishing constituents a “Merry Christmas,” if they want to do so in a mailing paid for with tax dollars.

Members who submit official mailings for review by the congressional franking commission that reviews all congressional mail to determine if it can be “franked,” or paid for with tax dollars, are being told that no holiday greetings, including “Merry Christmas,” can be sent in official mail.

“I called the commission to ask for clarification and was told no ‘Merry Christmas.’ Also told cannot say ‘Happy New Year’ but can say ‘have a happy new year’ – referencing the time period of a new year, but not the holiday,” said a Hill staffer who requested anonymity.

Another Hill staffer told The Washington Examiner that “we were given that advice after submitting” a draft mailing.

Members of Congress send millions of dollars worth of mail to constituents every year but there are official rules that govern what can and cannot be said in those mailings. Members are barred, for example, from saying anything that might be construed as advocating their re-election.

But saying “Merry Christmas” is also not permitted, according to a Dec. 12 memo from the “Franking Commission Staff” concerning “Holiday Messaging.” The memo explains:

Members are unable at the current time to use official resources to record holiday greetings, post on social media/website, or send to constituents in franked mail or e-communications.

Member’s Congressional Handbook: GREETINGS-

Expenses related to the purchase or distribution of greetings, including holiday celebrations, condolences, and congratulations for personal distinctions (wedding anniversaries, birthdays, etc.), are not reimbursable.”

Franking Manual:

4(a). Example of Nonfrankable Items
-Birthday, anniversary, wedding, birth, retirement or condolence messages and holiday greetings are prohibited.”

You may make reference to the season as a whole using language along the lines of ‘Have a safe and happy holiday season.’ It may only be incidental to the piece rather than the primary purpose of the communication.”

A franking commission spokesman confirmed to The Washington Examiner that Members of Congress indeed cannot wish constituents “Merry Christmas” in any official mailing.

“Currently, incidental use of the phrase Happy Holidays is permissible but Merry Christmas is not,” said Salley Wood.

So it’s true, the elected representatives of the nation that puts “In God We Trust” on its currency are not permitted to use the greeting that has likely been uttered by every living adult American at least once in their lifetimes.

Just another demonstration that political correctness and freedom of speech, faith and thought are utterly incompatible.

Urban Growth Boundary rapidly expanding, City plans to annex Mouse Creek, Wacker and Amazon

This article from the Banner was actually well written and full of facts so I am sharing with you!

It appears the City Mayor and the City Council are on the move again with multiple Annexes and rezoning requests!

I love it that the Banner reports that through an “impromptu” meeting by the City Council that several items were voted on! This to me seems that it was not on the agenda for public digestion, thus if the public doesn’t get notified, then there will be no opposition to this annexation! Is this legal? Maybe someone with more learning than me can set the record straight!

Also, who in the world allows these elected officials to gobble up the County and why are we allowing it? Again, maybe someone can help me out here!

Mouse Creek Corridor to consume Wacker, Amazon, two truck stops all the way up to exit 33! Am I just imagining this or are we witnessing that land grab that my elected leaders said would not happen? We are witnessing Agenda 21 perfected in Bradley County Tennessee! Not a single word from our County Commissioners! I can’t figure this one out! Please read the article below, notify your neighbors who may live around this area and tell them their environment is getting ready to change forever and taxes are fixing to go through the roof!

City to launch Mouse Creek corridor annexation

The Cleveland City Council passed two impromptu resolutions Monday that directed staff to begin the process of annexation and invite Bradley County to participate in a countywide floodplain study.

The Council voted unanimously to direct staff to begin the process of annexing the Mouse Creek corridor all the way to Cleveland Utilities Waste Water Treatment Plant on the Hiwassee River.

The corridor includes Wacker Polysilicon North America, Amazon.com, East Coast Lighting Distribution Center and two truck stops at Exit 33 of Interstate 75.

The Mouse Creek corridor would have to be brought into the urban growth boundary in two pieces. The first annexation could not take place before 2013.

The process of annexation begins by expanding the city’s urban growth boundary which is about a six-month process. The area is attractive to the city because municipalities are required to provide services to incorporated areas and sewer service is the most expensive cost up front. However, that service is available to residents along the existing sewer main between the city and the treatment plant.

“Any area already served by sewer is obviously not going to impact like it would if we took a subdivision they couldn’t get sewer to,” said Development and Engineering Services Director Jonathan Jobe. “When we did our study on Mouse Creek Road, there was talk about another interstate exit where you could alleviate a lot of traffic off Mouse Creek Road and that would be something you’d want to initiate.”

The city includes an area of 28.77 square miles. By law, the Council can annex 25 percent of the city’s area every two years, which amounts to about seven square miles.

The last major expansion of the urban growth boundary and annexation occurred in October 2010 when the city extended its boundary southward to bring in the proposed 343-acre Spring Branch Industrial Park. Also included in the expanded growth boundary was the 357-acre Cleveland Municipal Airport alongside Michigan Avenue Road and Dry Valley Road. The Council only recently completed annexation of the 357-acre municipal airport.

Hardwick Farm, which includes about 678 acres between Stuart Road and Tasso Lane, and from North Lee Highway up to Urbane Road is scheduled to be incorporated into the city in February 2012. The plan does not include existing subdivisions between the farm and Urbane Road.

The other impromptu resolution simply directs City Manager Janice Casteel to invite Bradley County to participate in a countywide floodplain study. The city has allocated $300,000 to fund the local share of a floodplain study in the city.

On other regular agenda items, the Council passed the following by a 7-0 vote:

– Resolution 2011-107 approved an additional and amended contract with Warren Moberg and David Watts, for providing services to meet the requirements of the Targeted Crime Reduction Grant.

n Ordinance 2011-26 to rezone 357 acres of the new airport property at 4505 Michigan Avenue Road N.E. and 261 Dry Valley Road N.E. from Rural Agriculture (RA) to Light Industrial (IL).

– Ordinance 2011-27 for rezoning a property yet to be addressed on Michigan Avenue Road Industrial Highway (IH) to High Density Single and Multi-family Dwelling District (R3).

– Ordinance 2011-28 for rezoning a property yet to be addressed on Peach Orchard Hill Drive from Single Residential (RI) to Low Density Residential (R2).

– Ordinance 2011-29 to amend the Zoning Code’s downtown parking requirements.

– Ordinance 2011-30 to amend PUD8 on 25thStreet/APD40 to change the number of units in Phase II from 144 to 112. (p. 24-38).

NIXLE, NLETS, INTERPOL, UN- America’s Growing Surveillance Society

BCN NOTE- Before you jump off the chair you are sitting on and think that the current implementation of NIXLE in our community is completely benign, please read on!

NIXLE is part of a bigger picture and will be revealed to you through a series of articles within the BRADLEY COUNTY NEWS (BCN) blog site!

In short, NIXLE is a program that will eventually rely on NLETS (a program once purchased by our county will be the implementation module that supports NIXLE) which will link in to INTERPOL (the international police) which partnered with the UNITED NATIONS , using your data, everything from driver licenses to facial imagery to your DNA to promote “world peace” of course!

We are not being fooled by this program being introduced into our community! BCN has once again provided to you completely “free of charge” the other news that did not make it to the front pages! Our local papers did a very good job of “notifying the public” but failed to simply investigate it further and see down the road what this means to you! I call this lazy reporting meaning that someone reported the info , but no follow up or investigation was done into the “real” story! This is such a disservice to you and I have taken it on in this venue to once again do the extensive research needed to make sure the truth is revealed!

This is a little lengthy but is well worth your time and will set the stage to fully understand the intent of NIXEL on our community! Note that below you will read that this article by a Pennsylvania Representative that the NLET it speaks of is the program that we will be needed to fully implement NIXEL on a larger scale! The initial “free” NIXEL is only the beginning!

Since I addressed this convention last year about the same topic, much has changed while much has also remained the same. First, let me offer my congratulations and thanks to so many of you who have faithfully fought the good fight for freedom and against the dangerous provisions of REAL ID.

Thousands of hours have been spent resisting REAL ID and all it represents, and I stand before you now to say that those hours have not been spent in vain.

In all, legislative bodies in twenty-six states have spoken out against this government power grab.

Such a stunning reaction against federal legislation would not have been possible without the hard work of many in this room and many at this conference. Yet, while battles have been won, the war has not.

Today I’d like to provide an overview of where the REAL ID issue stands currently. Most of you probably know the problems associated with REAL ID and may have even heard my speech on this topic last year. (The DeWeese Report, Volume 14, Issue 9 – September 2008) My presentation this year has been geared as a continuation of what I presented last year.

First, I will set the philosophical stage that underlies much of the thinking behind REAL ID and similar ideas.

Next, I will briefly discuss fusion centers and their role in the coming American surveillance society.

From that point, I will focus on the 2009 version of REAL ID and discuss a range of related issues, pointing out significant threats to our personal privacy and security along the way.

I will close by offering my thoughts about the next steps we should each take in resisting REAL ID.

Let me start with this question, “Why is it that honest, law-abiding civilians are so worried about the federal government increasing its knowledge of citizens and their activities?”

After all, if you’ve done nothing wrong, you’ve nothing to worry about, right? – WRONG!

Under true justice, this statement would be fairly accurate, but it no longer is. A basic reason is that the law enforcement and the terrorism fighting community have whole heartedly embraced a new and dangerous operating philosophy. Now the focus of the law enforcement community has changed to crime and terrorism prevention through the use of massive amounts of intelligence.

In fact, on May 21 of this year, a New York Times story noted, “President Obama told human rights advocates at the White House . . . that he was mulling the need for a ‘preventive detention’ system that would establish a legal basis for the United States to incarcerate terrorism suspects who are deemed a threat to national security but cannot be tried.” This startling statement should stop us in our tracks – preventive detention? What happened to the Constitution and its protections? You mean looking inside someone’s head or heart and incarcerating him because someone thinks he might commit a crime in the future? Would this “preventive detention” apply to Americans accused of being right-wing extremists?

This emerging philosophy is known as “Intelligence-led Policing.” Most proponents of this philosophy have come to believe that the more that is known about all people in general, the greater the chance to catch the criminal or terrorist at large in the community before he commits his act of terrorism or crime. In essence, cast the net broadly. Let me clearly state that I believe the causes of crime and terrorism should be a matter of focus.

However, I equally – and just as strongly – believe that law enforcement and intelligence goals must be balanced with the Constitutional rights of American citizens.

Granting government in any form including police too much authority will turn America into a police state where citizens are stripped of their constitutional rights and a presumption of guilt is established.

Focusing on the principle of individual autonomy derived from God-given rights, our Founders and subsequent court decisions established and confirmed this historic balance by agreeing that citizens must be presumed innocent until proven guilty “beyond reasonable doubt.” The danger with the “Intelligence-led Policing” view is that, without the protection of this proper balance, the basic right of the presumption of innocence is
destroyed, and with it our Freedom.

Because, once this foundational concept is discarded, like falling dominoes in a row, other major changes begin. The entire mindset in Washington has developed into a philosophy which advocates nearly total government knowledge of all citizens’ information.

Fusion Centers and the Web of Intimidation

Such a transformation has been crystallized within the law enforcement community in the form of “fusion centers” and how they have operated in the years following 9/11. These amorphous institutions were created to simplify information transfer between local, state, and federal officials. In fact, the official Fusion Center Guidelines state: “The principal role of the fusion center is to compile, analyze, and disseminate criminal/terrorist information and intelligence . . . to support efforts to anticipate, identify, prevent, and/or monitor criminal/ terrorist activity.

You can easily spot the “Intelligence-led Policing” and “preventive detention” philosophies underpinning those guidelines, but more to my point is what these fusion centers have produced.

The Missouri Information and Analysis Fusion Center produced a document with which you may be familiar in February of this year called “The Modern Militia Movement.”

This report, allegedly aimed to inform law enforcement officials throughout Missouri, actually linked militia members with supporters of third party political candidates Ron Paul, Bob Barr, and others. This document smeared all supporters of those candidates as potentially dangerous militia members who might incite violence against law enforcement officers or government officials.

Another report issued by a Virginia Fusion Center noted that dangerous student radicalization could occur at colleges and universities, specifically two “Historically Black Colleges” and “Regent University, a private, evangelical Christian institution.”

Both of these fusion center reports illustrate the danger of unbalanced “Intelligence-led Policing” and show more importantly why even those who do nothing wrong should be very worried when government has expansive knowledge and control. Should your daughter or granddaughter attending law school at Regent University have fewer rights because she chose a school based on its conservative religious beliefs? A centralized and top-heavy drive to prevent crime can easily result in such Constitutional violations.

Once these fundamental changes from assumed innocence to assumed guilt and law enforcement to preventative detention occur, freedom gives way to a surveillance society mentality, and the operational problems of fusion centers. But significant changes have occurred in other federal government initiatives which advance the surveillance society in America.

Keep Smiling or You May Be Locked Up

The first of these initiatives is nicknamed FAST (Future Attribute Screening Technology).

This technology uses an array of sensors to measure physiological characteristics such as heart rate, breathing rate, facial expressions, and pupil dilation to determine whether or not a person intends to
commit a crime.

The Department of Homeland Security plans to implement this technology in airports and at major event locations. Again, you can see the emphasis on prevention underlying this massive privacy violation. People’s heart rates climb and pupils dilate for a multitude of reasons. The real effect will be a massive loss of freedom as innocent Americans are detained for wearing the wrong facial expressions or showing nervousness about flying.

A second initiative is Enhanced Driver’s Licenses (or EDLs). This is another portion of the federal government initiative built on Real ID which drastically increases federal government knowledge of everyday life.

These new licenses double as a passport with Mexico and Canada and contain an RFID chip that is read when any border is crossed. However, the significant convenience for the consumer is more than outweighed by the resulting privacy concerns.

As a recent Associated Press article noted, the RFID chips in Enhanced Driver’s Licenses can be easily skimmed by someone holding a reader within thirty feet or more of the license.

As technology improves, these licenses will be readable from a much greater distance. Currently four states and two Canadian provinces issue these licenses, but more states and provinces will likely do so in the future. Enhanced driver’s licenses are another topic entirely, but they serve to show increasing breadth of government knowledge and control over American citizens.

PASS Act – Wolf in Sheep’s Clothing

Now let me turn to the key federal government initiative which drastically increases government knowledge and control – the “Providing for Additional Security in States’ Identification Act” (PASS ID). Influential players in the federal government have switched horses and begun promoting this act. Introduced June 15th and now out of the Senate Homeland Security Committee, this alternative allegedly corrects the abuses of REAL ID while still improving overall security.

Be assured that this switch does not take me or anyone else who has studied this issue by surprise. REAL ID was a poorly conceived and hastily passed bill – for months we have known that it would be scrapped in favor of PASS ID. Accordingly, I have studied PASS ID and determined that it is no improvement. The tactics have changed, even as the administration has changed, but the end result remains the same. Through PASS ID, the leaders of the federal government will accrue to themselves unprecedented knowledge about and control over the American people.

This license will enroll Americans in a global system of biometric identification.

Predictably, the tactics have not changed. Senator Joseph Lieberman, chairman of the Senate Committee on Homeland Security and Government Affairs, exercises vast control over hearings in that committee, including the committee hearing about PASS ID.

When determining which experts would be allowed to testify in committee about PASS ID, just recently on July 15th, he refused to allow anyone opposed to PASS ID to testify.

All those testifying represented organizations which supported either PASS ID or REAL ID.

There was no debate on whether the federal government should mandate regulations for state’s driver’s licenses – that premise was a foregone conclusion. The main question was what those regulations should look like. PASS ID was written to eliminate enough objections from opponents of REAL ID to ensure that federal regulations would be imposed on the states.

Not surprisingly, PASS ID was just recently voted out of committee.

We also learn that both the National Governors Association (NGA) and the National Conference of State Legislatures (NCSL) both support PASS ID. Those organizations, which were opposed to REAL ID and should defend state constitutions and individual freedom, now support PASS ID because some cost concerns have been eliminated from the legislation, as if cost were the primary concern. In fact, the more important privacy and Constitutional concerns remain.

The blatant bias for PASS ID during the Senate committee hearings exhibits the increasingly arrogant approach of many in the federal government. They exercise extraordinary faith in the laws and regulations passed by Congress to remedy security problems in each of the fifty states. As a seventeen-year state legislator, believe me, I know the consequences of the federal government forcing solutions to complex problems upon the states. The solution will always be too “broad-brushed” to be either effective or workable and will also violate some aspect of the Constitution. The best solution to problems including state-issued drivers’ licenses simply must come from the states.

As I mentioned previously, PASS ID fails to improve REAL ID. In fact, it keeps the most egregious portions of REAL ID intact.

First, PASS ID allows the federal government to regulate a traditionally state-determined process, in violation of the Ninth and Tenth Amendments
to the US Constitution.

Second, Section 242 of PASS ID requires each state to, “subject each person who submits an application for a driver’s license or identification card to mandatory facial image capture.”

Third, PASS ID gives enormous power to the Secretary of Homeland Security. The language reads, “All authority to issue regulations, set standards, and issue grants under this subtitle shall be carried out by the Secretary, in consultation with the Secretary of Transportation and the States.”

These regulations, which should be granted a lengthy comment period during which time groups can point out problems with PASS ID, are supposed to be finalized only nine months after the date the legislation passes. Additionally, the traditional rule-making process will likely be circumvented, allowing for no public comment about PASS ID regulations.

Fourth, six years after PASS ID regulations are issued, federal agencies will be prohibited from allowing citizens to use non-compliant licenses for official purposes. This is the same REAL ID tactic to force states into compliance.

If you read through PASS ID, you will note toward the end the following provision, “Nothing in this section may be construed to—(1) authorize the
creation of a national database of driver’s license information; or (2) authorize States direct access to the motor vehicle database of another State.”

This portion of the legislation is often trumpeted as an important privacy protection but it offers nothing of the sort. The truth is, massive datasharing goes on between states and the federal government on a daily basis already, whether or not direct access is statutorily allowed. In fact fusion centers were created for the purpose of facilitating information transfer between state, local, and federal government agencies. Creating a new national database would be superfluous since in reality it already exists.

In an excellent article opposing PASS ID, the Electronic Privacy Information Center (EPIC) lists several further problems which bear repeating now.

First, the data collection and retention requirements raise significant privacy concerns. These requirements are nearly indistinguishable from the data requirements of the REAL ID Act. As with REAL ID, the PASS ID data requirements will encourage and simplify the identity theft process.

Second, PASS ID requires no physical security protections for the machine readable zone (MRZ) on the back of the license, only the promise of prosecution after someone steals that information. This machinereadable zone will provide identity thieves with a barcode scanner easy access to your personal data.

Cameras, Cameras Everywhere

Finally, the massive amount of information collected and stored as a result of PASS ID will provide government with the use of large amounts of personal data – “achieving the effect of a national database.”

Of major impact is that facial recognition technology, the biometric portion of REAL ID also mandated by PASS ID, can be used to track people in real time, through networks of surveillance cameras linked to databases containing facial recognition templates. Proof for that statement comes from a 2003 Carnegie- Mellon University study, the introduction of which declares, “In the context of sharing video surveillance data, a significant threat to privacy is face recognition software, which can automatically identify known people, such as from a database of drivers’ license photos, and thereby track people regardless of suspicion.”

The private commercial sector is already using facial recognition technology in conjunction with surveillance cameras.

3VR is a leading company which markets such technology. According to the 3VR website, this technology can: “capture, index and catalog Facial Images; track suspects using face similarity search; build, manage and share watch lists of faces; receive notifications when the system recognizes a watch list individual; and maximize hard drive space by saving video and images associated with face events for longer.”

According to a January 2008 Popular Mechanics article, “Twelve bank companies employ 3VR systems at numerous locations, which build a facial template for every single person that enters any branch.”

Few people probably realize what is happening when they enter a bank with such a system in place. But such a system controlled by governments and potentially operating world-wide is the direction this technology is headed.

An extensive surveillance camera network capable of tracking people has already spread across the country.

According to the same Popular Mechanics article, an estimated 30 million surveillance cameras pepper areas across the nation, from tiny Dillingham, Alaska (population 2,400) to New York City with its multiple thousands of cameras. A few cities – like Brookline, NH – have refused the cameras, but most areas of the country have installed them.

Exactly how advanced are these surveillance cameras?

Well, according to a Chicago Sun-Times article, new cameras being installed in Chicago are so advanced they can rotate independently and “pick up a face in a crowd six blocks away.”

Certain ultra-long range surveillance cameras are advertised online as being able to precisely identify a human more than 3.5 miles away!

Government By Intimidation

Again, many people assume that as long as they are not criminals, they have nothing to fear. Again, not true – as I have said, the whole mindset in Washington has changed. Just watch as more of these privacy invading, freedom destroying programs are pushed through in the future. Imagine the consequences of a police force using real time surveillance cameras to determine the identity of participants at a rally opposing some government policy. Imagine being questioned for completely legal behavior that only looked suspicious on the surveillance camera. As American citizens, we have been guaranteed the First Amendment “right of the people peaceably to assemble, and to petition the Government for a redress of grievances.” I believe that such knowledge and power already infringe on this basic right. American citizens also have a clear expectation of privacy implicit in the Fourth Amendment – “The right of the people to be secure in their persons . . . shall not be violated.” Surveillance cameras operated by law enforcement officials have already been documented abusing certain persons’ right to privacy and security of person. Also concerning, a Privacy International report ranking privacy protections of countries around the world listed the US in the worst group – among the United Kingdom, China, and Russia.

International Databanks

You may wonder how the federal government could gain access to driver’s license photos to make tracking people by surveillance camera possible. Currently, the Driver’s Privacy Protection Act (DPPA) makes information in state DMV databases available to law enforcement and federal agencies. The network which facilitates this transfer of information is NLETS, the International Justice and Public Safety Network, a not-forprofit organization owned and run by the states.

According to the NLETS website, this information exchange system links 30,000 agencies, nearly 700,000 terminals, and over 1 million users.

Additionally, NLETS “will soon allow users in the US to electronically access INTERPOL files in Lyon, France.”

In all, roughly 90 million messages are transacted each month.

A new NLETS initiative called the NLETS Interstate Sharing of Photos, or NISP, allows all participating states to access driver’s license photographs from other states. This massive data-sharing between states and countries could easily provide the infrastructure to allow the federal government to link the facial recognition photo found in your state DMV database to a government-sponsored surveillance camera network. Having INTERPOL connected to the system opens the door to international surveillance.

You Are The Target

This developing surveillance society received a major push under the previous administration. During those years, the National Security Administration was given broad access to massive amounts of private telecommunications information via AT&T for the purpose of fighting the war on terror. Fighting terrorists is a good thing, but using an unconstitutional and invasive means to do so, when it spreads the net to innocent citizens, certainly is not. This action, however well-intentioned, left the door wide open for abuse of whomever the current President deems a threat against the United States.

It seems like nearly every piece of legislation that comes out of Washington these days involves some sort of information gathering on Americans. Even the seemingly innocuous “Cash for Clunkers” program authorized the Federal Government to take certain information from computers which logged on to the Cars.gov website.

And, lest we forget, combine all these dangers with the recent positions taken by the United States Department of Homeland Security. That government agency issued two startling documents earlier this year which you probably remember.

The first was called, “Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment.” That DHS report noted, “The possible passage of new restrictions on firearms and the return of military veterans facing significant challenges reintegrating into their communities could lead to the potential emergence of terrorist groups or lone wolf extremists.”

Notice how military veterans and those who oppose further firearm restrictions are singled out as potential threats to the US.

Also notice how this DHS document defines “right-wing extremism:” “Rightwing extremism in the United States can be broadly divided into those groups, movements, and adherents that are primarily hateoriented. . . and those that are mainly antigovernment, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration.”

The second report issued by DHS was called the Domestic Extremism Lexicon.

This lexicon used a very broad brush to paint numerous groups as extremist.

These groups include not only abortion opponents, but also such liberal groups as animal rights activists, anti-war protestors, and environmental activists. Even the White House has begun calling those in opposition to the President’s socialized medicine agenda “mobs” who use “scare tactics.” These dangerous definitions point out the increasing danger to both the left and right of a government that is growing ever larger and more intrusive.

Fighting Back

Even to the more casual observer, it is increasingly easy to see the direction in which America is headed. Many people believe that more knowledge, control, and surveillance equals more safety. They blindly assume that as long as they do nothing wrong, they have nothing to fear. The tradeoff that many do not consider, and that is the reason I oppose REAL ID and PASS ID is the resulting loss of freedom inherent in these ideas. Make no mistake, PASS ID is an attack on freedom. It keeps the most onerous provisions of REAL ID and is a major component of the massive surveillance society being set up in America and around the world. So what can be done about it?

First, understand that these issues we’re discussing in this conference are issues that stem from anti-freedom philosophies. Many promoters of these philosophies are aggressively pushing this nation toward fascism. We must be just as committed and aggressive – the stakes are high.

Secondly, continue to educate yourself. Spend the time necessary to find and read good, credible resources and always think for yourself rather than accepting the opinion of another.

Thirdly, pass on what you learn to others. In this way, you can duplicate your efforts, getting greater “return” on the time you have invested to stay up-to date and factual about current events.

Also, continue to support organizations such as the Stop REAL ID Coalition as they serve to enlarge our efforts by spending time we don’t have and using expertise we don’t possess to achieve that common goal of defending our liberties.

When our freedoms are at stake, inaction is the worst course of action. To win this fight, we need each person to do as much as possible. The cameras of a total surveillance society are moving ever closer. Without the American people pushing back against these encroaching efforts of the federal government, we will wake up one day, in the not too distant future, wondering what happened to the “land of the free and the home of the brave.”

Allow me to close with a quote from one of our Founding Fathers, Samuel Adams. “The liberties of our country, the freedoms of our civil Constitution are worth defending at all hazards; it is our duty to defend them against all attacks. We have received them as a fair inheritance from our worthy ancestors. They purchased them for us with toil and danger and expense of treasure and blood. It will bring a mark of everlasting infamy on the present generation – enlightened as it is – if we should suffer them to be wrested from us by violence without a struggle, or to be cheated out of them by the artifices of designing men.” -Samuel Adams

‘NIXLE’ alert service is working

This article by its pure content informs the public of a new service that is being implemented in our community! It is very well written but fails to mention anything about it’s purpose or it’s overall goals for our community that a little research has revealed!

I know Troy Spence personally and this is no negative reflection on him as I believe in my heart that he sees the short term good via EMA that this program when implemented if locally used will be good for our community! I sincerely believe he trusts the system to do just that! What I don’t think happened was the research was not dome nor the “next step” well defined!

Often, as I will lay out for you in the next few BCN articles there is much more to the story than simply an implementation of a “free” program that will make our world a better place! “Free” as the word is being use pretty liberally lately in the political landscape around me made my ears perk up and pay attention! Free does not really mean free when the US, State or local governments are involved somehow! There is alot more to this than simply a free service!

Our local government and EMA service is going to recieve money from NIXLE grants that will come our way after we as a county purchase the “software” so to speak and implement the bigger NLETS program!

This is big, huge! So don’t try to understand it all in the context if this article cause believe me you will not get it all in this one blog!

For the past few weeks, officials at the Cleveland-Bradley County Emergency Management Agency have been working on an exciting project which will keep area residents informed of virtually any emergency event which could come our way.

“Nixle” is a new communications tool used to get the word out in the event of impending situations and will also be used to keep residents informed of how the agency is handling emergencies and what the public should be doing during the event.

“We will utilize the new communications service which we placed into service Thursday. It allows us to send valuable community information directly to residents using the latest technology,” said County Mayor Gary Davis.

“The Nixle Community Information Service allows us to create and publish messages to be delivered to subscribed residents instantly via cell phone text message and/or email. Notifications can also be accessed online at Nixle’s web site at http://www.nixle.com.

“The service is provided at no expense to residents or the county, while most systems range in price from $30,000 to $50,000,” EMA Director Troy Spence explained.

In making the announcement Davis, commended Spence and his staff for this new innovation.

“It is the responsibility of the Emergency Management Agency to inform the public of actual or impending large scale incidents,” Davis said.

Spence said, “our duty is to inform the public of:

n What the actual situation is;

n What emergency responders are doing to help the situation; and

n What they need to do to stay out of the incident or what they can do to help the situation.

“The service is secure, reliable and easy to use for our group,” Spence added.

Messages will be prioritized as Alerts (weather warnings, severe storms), Advisories (school closings, missing persons) or Community (Smoke testing, Block Party street closings) messages and may include other relevant safety and community event information.

The messages can be sent specifically to residents registered within a community radius, giving them the opportunity to receive trustworthy information relevant only to their neighborhood. Residents decide from which local agencies they want to receive information.

Subscribers can also choose which of the three messages are received and the way in which alerts are received, whether it is by email, text message, or over the web.

“Nixle builds on the foundations of other public-to-public communication services, such as Twitter, Facebook, and MySpace, but adds a key component — security. When residents receive information from our agency via Nixle, they know it can be trusted,” Spence said.

Residents of Cleveland and Bradley County and those in neighboring communities can immediately begin receiving pertinent information via text message, email, and web by registering at http://www.nixle.com.

“We are very excited to have you experience it for yourself,” Spence said.

Bradley County, Mayors Tom Rowland and Gary Davis and 15 other counties in a 3 state region have joined with Chattanooga, Mayor Ron Littlefield(who are very supportive members of ICLEI and other NGOs Non Governmental Organizations), mainly the Chamber of Commerce who enjoys “chief consultative status” at the United Nations and are joining forces with the EPA, HUD and the DOT to enter into a full scale assault into our community with the Regional Growth Plan beginning January 2012!

This initiative is not understood by our Locally elected officials nor do they know what it is about but they are so willing to remain silent while the Federal grant money flows in! What a sad statement that we are selling our souls for grant money!

Our State Representatives Kevin Brooks, Eric Watson, Senator Mike Bell have the ability to stop this but to date have done nothing but make sure of it’s success!

Our Federal representatives Corker, Fleischmann, Haslam and Alexander have also remained mute! Perhaps the Chamber of Commerce has them tucked neatly into their pockets!

Our press is too lazy to investigate or put the pieces of the puzzle together for a hungry constituency and are probably willing participants in the scheme! Our failure to report this as a society is abominable and every person that ignores this repeated call should be outed and exposed!

The Mayors leaving our locally elected officials out of the loop was purposeful while they were being appointed to the boards of the very NGOs (Mayor Davis to the Southeast Regional Development council by Beth Jones and of course Mayor Rowland on TACIR which is our equivalent of ICLEI!) are implementing this disastrous and diabolical plan!

This blog is a little lengthy, especially the list of member cities and NGOs! Can you see an international plan being implemented? It is happening all around us for years, is now coming to a head and we are still unable to see the clear connection! So please read intently and ask your self these two questions 1) Am I a willing participant in this plan and is my silence allowing implementation? 2) if this is not an International United Nations all out assault on our nation and world, then what is it?

Who we are
More than 1126 local governments and their associations, representing over 500 million people in 70 countries, constitute ICLEI’s membership. As a democratic, membership-driven association, every Member has a vote at council meetings where the priorities and direction of the organization are determined.

Governed by the ICLEI Charter put in place by its founding Members, our mandate is to build an active and committed membership of local governments and local government associations.
 
Council
The Council is the general assembly of ICLEI Members which is composed of Full Members. ICLEI also offers Associate Membership to non-governmental organizations, research institutions, state governments and other entities. The Council meets every three years on the occasion of an ICLEI World Congress. After the founding congress in New York, USA (1990), Council meetings were held in Toronto, Canada (1993), Saitama, Japan (1995), Dessau, Germany (2000), Athens, Greece (2003) and Cape Town, South Africa (2006). The Council elects the Executive Committee, approves the six-year Strategic Plan, which is updated every three years, and receives the Triennial Report. The Council also adopts a Declaration of Commitment, in support of the Strategic Plan.

“The plan will on regardless if we have local, state or federal approval says ICLEI Executive and Policy Assistant Susanne Salz, who also spoke at the Conference, said the reaction from communities in the US to the Kyoto Protocol provides a good example of how local players have the power to make changes. Despite the refusal of the US government to ratify the protocol, more than 1,000 mayors from across the country signed the pact to meet the protocol’s targets for greenhouse gas emissions; a 7 percent reduction by 2012 from 1990 levels.”

“We can get started without them [the federal governments],” she said.

“The government is beholden to this old paradigm – they withdraw their support from the industries and the businesses that can create green economies. But the cities are going to act anyway and create their own agenda.”

Miller said she is hopeful that governments will respond to the call; but, she notes, local communities will continue to make progress even if officials don’t.

“Even if that doesn’t happen, it [the push for sustainable development] will still be going forward with these local organizations and governments… so it doesn’t matter if it fails in a way, the movement will still be taking shape,” she affirmed.
